Governor of Ladakh, Dr. Pawan Kotwal chaired the 11th Governing Body meeting of the Ladakh Land Records Management Agency (LLaRMA) at the Civil Secretariat, Leh. The meeting reviewed the progress of the Digital India Land Records Modernization Programme (DILRMP) in Ladakh, which aims to enhance the accessibility, transparency, and accuracy of land records in the region.
The project, a critical component of Ladakhβs revenue management and public service infrastructure, includes comprehensive digital upgrades across multiple facets of land records management. The meeting discussed in detail the physical and financial progress of the DILRMP project including the ongoing digitization of revenue records, installation of compactors in Tehsil Modern Record Rooms, and the initiation of online citizen-centric services by the Revenue Department.
Updates were also provided on the establishment and migration of data management infrastructure, particularly regarding the State Data Centreβs shift from NIC to RailTel, which is expected to enhance data accessibility and security. The Assistant Commissioner Revenue (ACR), Leh presented a comprehensive PowerPoint presentation, detailing the milestones achieved under the DILRMP project.
The presentation highlighted several completed objectives while identifying areas that require additional resources and attention. Topics under discussion included the progress in digitizing village land records, ongoing surveys, demarcations, and the need for an effective Management Information System (MIS) to streamline and safeguard land records.
Advisor Dr. Kotwal commended the team for their diligent efforts while underscoring the projectβs importance in ensuring accurate, accessible, and updated land records. He emphasized that reliable land records are crucial for enhancing transparency, reducing land disputes, and facilitating infrastructure and development projects in Ladakh. He called for the timely and efficient implementation of the remaining tasks to ensure the projectβs success.
Among the notable goals for the Ladakh, Land Records Management Agency are establishing modernized land record rooms in tehsils and launching citizen-centric digital services under the DILRMP project that will allow the public to access essential revenue documents and records with ease. Dr. Kotwal highlighted the significance of these improvements in enhancing the efficiency of land-related administrative services for the people of Ladakh, thereby aligning with the regionβs long-term development goals.
Dr. Kotwal urged the concerned departments to maintain close coordination and resolve project-related issues promptly. He stressed the need for an efficient MIS framework and the importance of building a robust data infrastructure to safeguard and manage Ladakhβs land records. He appreciated the efforts of project partners, including RamTech and the NIRMP cell, and urged them to continue working diligently on the goals outlined in the DILRMP project.
