CEC Feroz Khan chairs Zila Parishad meeting

KARGIL, OCTOBER 01, 2021: Chairman and Chief Executive Councillor, LAHDC, Kargil Feroz Ahmad Khan who is also the Chairman of Zila Parishad Kargil chaired a meeting of the Rural Development Department with BDC Chairpersons and Block Development Officers (BDOs) here today.
Executive Councillor for Social Welfare Aga Syed Hassan Armaan Mosavi, Executive Engineer for Works Aga Syed Abass Razvi, Executive Councillor for Zanskar Affairs Er Phunsok Tashi, Executive Councillor for Health Mohsin Ali, all BDC Chairpersons, Project Officer Wages Employment /Assistant Commissioner Development Ghulam Muhammad, District Panchayat Officer, Executive Engineer REW, Chief Planning Officer, all Block Development Officers besides other concerned officers attended the meeting.
During the course of the meeting, the CEC informed that the Council Act 1997 Para 49 reads the Council to be the District Planning and Development Board and notwithstanding anything contained in the Jammu and Kashmir Panchayati Raj Act, 1989, the Council shall be deemed to be the District Planning and Development Board (Zila Parasad) for the district for performing the functions and exercising the powers under the Act and the meeting has been held to discuss implementation of the said act.
The meeting held deliberations on implementation of all centrally sponsored schemes including MG-NREGA /14th Finance, SDP, State Sector and Panchayat Developmental activities and strengthening of Panchayat through the LAHDC Kargil.
The CEC appreciated the development and progress made by the RDD. He said that the Hill Council is identifying the projects that are incomplete and need more funds for completion or need fund for maintenance and these will be covered in the next year’s Capex Budget.
While suggesting a new proposal, CEC Feroz Khan said that the LAHDC Kargil is mulling on providing funds under the District Capex Budget at the disposal of the BDC Chairpersons who would prepare and make the expenditure on projects in proper consultation with the Panchayati Raj Institutions. All the BDC Chairpersons appreciated and agreed on the proposal.
The CEC further informed that the LAHDC, Kargil can provide funds from subsidy component to active Self Help Groups upto 75 percent for procurement of equipments while 25 percent to bear other expenses by the group itself. For providing market space to the SHGs, the CEC asked the ACD to submit a feasible proposal.
CEC Feroz Khan instructed the concerned officers to maintain the developed assets and also assured to do the needful to provide funds for maintenance. He advised the BDC Chairpersons to make list of assets in their areas so that needful could done for their maintenance and further suggested to provide the assets on outsourcing to ensure their proper maintenance and utility.
The CEC further informed that the Hill Council is looking forward to provide laptops, scooties and scholarships to meritorious students and the criteria in this regard will be the educational performance and economic condition. He also said that 6 to 7 buses for higher secondary schools are also being pricured under the District Capex Budget.
The CEC said that the meeting of Zila Parishad will be conducted once in each quarter where different departments shall also participate.
EC Phunsuk Tashi appreciated the RDD for making such tremendous progress despite limited resources and manpower. He stated that the department has raised projects of around 400 crores where innovation is also reflected in many of the projects and further informed that the CCDF has also been provided judiciously in all the constituencies.
For compensation of land for development of various projects, EC Tashi informed that the LAHDC is looking to pay off the funds in this regard from the District Capex Budget.
ACD Ghulam Mohammad gave a detailed presentation on progress being made on various projects under Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA), Pradhan Mantri Awas-Gramin (PMAY-G), Special Development Package (SDP), State Sector, SDP (New) BDC Plan, National Rural Livelihood Mission (NRLM), Swachh Bharat Mission – Gramin, Integrated Watershed Management Programme I, II, and III. He said that under the above mentioned schemes, the Rural Development Department has constructed public libraries, public sarai, BDC offices, BDO offices, panchayat ghars, public latrines and sanitation sites, footpaths, and other developmental works.
The District Panchayat Officer gave a detailed presentation on various schemes for Swachh Bharat Mission. She informed that waste segregation centres are being developed in all blocks while in Kargil Block the centre has already been developed and functional.
Meanwhile, the BDC Chairpersons while appreciating the CEC for conducting the meeting expressed their views, suggestions, grievances and issues.
