CEC Leh visits Lingshed constituency

Assesses public grievances & reviews developmental works
Leh, June 12: The Chairman/Chief Executive Councillor, LAHDC Leh, Advocate Tashi Gyalson, the Councillor from Lingshed constituency (Singay-Lalok), made an official tour to the villages of the said constituency on the 10th and 11th June 2021. He visited Lingshed, Skumpata, Yulchung, Neyrags, Photoksar and Hanupata on the first day. He also visited Hinju, Ursi, Sumdho, Fanjila, Bubukza, Tarchit, Shoktsar-Thang and Wanla (Zomal, Wanla Gonpa, Gonphugs, GSH and Shila mohalla) on the second day. He was accorded with a traditional welcome at all the villages of the Singay Lalok region during his official tour.
CEC reviewed public grievances and their demands in all the villages/mohallas of Lingshed Constituency. BDC Chairperson, Singay Lalok, SDM Khaltse, BDO Khaltse, BMO Khaltse, Executive Engineers, and concerned Junior Engineers of PDD & PWD, Assistant Engineers of PHE I&FC, village representatives led by Sarpanches, Panches, Nambardars and BJP Mandal President of Singay Lalok, accompanied CEC.
The major issues highlighted during the tour included telecommunication connectivity with high-speed internet, the upgradation of the existing govt. schools and health centres with adequate staff, upgradation of VSATs and helipads, restoration of irrigation canals, walling and chain-link fencing, completion of the road with blacktopping, realignment and shifting of electricity transmission poles, construction of community halls, redressal of drinking water and insufficient water supply for irrigation in a few villages, concrete walling on streams, especially for Shila mohalla of Wanla, and strengthening of village-level self-help and women alliance groups.
The villagers highlighted specific demands and requested the CEC to provide adequate funds for developmental renovation at Lingshed Monastery (for the upcoming Yarchos Chenmo), Wanla Monastery, Gonphugs and Photoksar Monasteries. People of Dipling and Sumdho requested CEC for early completion of road connectivity to their villages. They also demanded requirement for NTPHCs in a few villages and a CD Block at Lingshed.
CEC Gyalson evaluated all the issues with an on-ground visit to the sites. He directed concern Executive Engineers of various departments to timely execute all the planned developmental works in the entire region of Singay Lalok due to the short working season in the region. He also directed BDO Khaltse to identify the location for constructing community halls and other developmental works in all the villages. He also assured the villagers to complete the developmental work affected due to the Covid-19 pandemic since last year in a phased manner.
CEC Gyalson informed the villagers about sanctioning and installation of mobile towers for few villages at the earliest. He also assured to upgrade the existing VSATs in all the villages to provide better internet connectivity, especially for school-going students to attend online classes. He informed the villagers that students from class 6th to 12th enrolled in govt. schools would benefit from their academics through EduTabs (YounTab scheme) announced by the UT Administration. He also informed the residents of Singay Lalok to provide the subsidised packages for livestock to the Singay Lalok region by the LAHDC Leh. He stated that the concerned Executive Councillor for Animal and Sheep husbandry would soon visit the region to survey and assess the ground situation.
Reacting to drinking water issues, CEC Gyalson informed the villagers that every household would get a water connection under the Jal Jeevan Mission (JJM). He assured the villagers that the ongoing work would be completed within the specified timeline. He also took note of the issues of water lifting, damaged irrigation canals, and walling required on streams in few villages. CEC directed concerned Executive Engineers to identify sources for water lifting and expedite the pending restoration of damaged canals and walling accordingly.
CEC and BDC Singay Lalok announced special funds to construct a gathering centre for women self-help groups in all the villages of the Singay Lalok region from the BDC Development fund. He also assured the organising committee of Lingshed Monastery for the upcoming Yarchos Chenmo that all the pending developmental works at the monastery would soon be completed.
CEC Gyalson also visited the Mushroom Development Lab at Tarchit in Wanla where entrepreneur Stanzin Dorjai apprised him of developing seeds and cultivating mushroom at a low cost at his home. CEC appreciated his work and assured him of support in his future work.
Post-completion of the two-day official tour to the Lingshed constituency, CEC Gyalson termed the tour as successful in evaluating on-ground public issues with the concerned departmental officers. He hoped that concerned departments should revisit and address all the issues in consultation with the residents in developing Singay Lalok region by providing sustainable solutions to all the main issues in the region.
