Leh, Mar 02, 2024: A delegation from Chuchot led by Councillor, Chuchot, Shri Mirza Hussain, called on the Hon’ble Lieutenant Governor of Ladakh, Brigadier (Dr) BD Mishra (Retd), at the Lieutenant Governor’s Secretariat. Secretary to the HLG, Shri Ravinder Kumar, IAS; Deputy Commissioner, Leh, Shri Santosh Sukhadeve, IAS; Assistant Commissioner Revenue (ACR), Shri Shabbir Hussain, JKAS, were also in the meeting.
Shri Mirza apprised the HLG of the upcoming Leh-Bilaspur railway project for which the preliminary work, including the survey for the railway track line, has already been done. He informed the HLG that no stakeholder consultation meeting was held by the agency to listen to their grievances, concerns and suggestions. He also informed that the proposed railway line passes through the command area which will cause a lot of damage to them.
Shri Mirza requested the HLG’s intervention in the realignment of the railway line and diversion of the proposed railway line from the upper side of the command area. He also requested the distribution and the allotment of the command area among the villagers.
Stating that railways are important for locals and specifically to the defence forces, the HLG assured to take up the matter of realignment of the proposed railway line with the Hon’ble Minister of Railways so that minimal damage is suffered by the villagers. The HLG told them that the allotment could only be made after the final alignment of the railway line is made on the ground.
Mountaineer Skalzang Rigzin, who is also the President of the Ladakh Mountain Guide Association, called on the HLG, at the Lieutenant Governor’s Secretariat. Secretary to the HLG, Shri Ravinder Kumar, IAS and Deputy Commissioner, Leh, Shri Santosh Sukhadeve, IAS, were also in the meeting.
Shri Skalzang informed the HLG that he successfully ascended the top of Mount Annapurna and Mount Lhotse without supplementary oxygen within a space of 16 days and became the first Indian to do so. He shared his plan to scale Dhaulagiri in the coming days.
Shri Skalzang also apprised the HLG of his plan to scale Mount Everest and Mount Kanchenjunga without oxygen and the aid of Sherpa. He requested the HLG for financial assistance in this regard.
The HLG appreciated Shri Skalzang for his endeavour and assured him of providing him with equipment and assistance in travelling. The HLG, however, suggested to Shri Skalzang to focus on scaling Mount Everest first and put all his hard work and energy into reaching the summit of Mount Everest as it is the benchmark for all mountaineers and, thereafter, he can pay back to society by leading other Ladakhi mountaineering aficionados.
Smt Tashi Kunzes, an aspirant for the post of Lower Division Clerk in the National Institute of Sowa Rigpa (NISR), called on the HLG at the LG Secretariat. Secretary to the HLG, Shri Ravinder Kumar, IAS; Deputy Commissioner, Leh, Shri Santosh Sukhadeve, IAS and Director, NISR, Dr Padma Gurmet were also in the meeting.
Smt Kunzes alleged irregularities in the recruitment process and unfair selection process for the post of Lower Division Clerk in the recently notified advertisement for various posts by NISR Leh. She alleged that the skill typing test was not conducted online and was held in an editable format.
Dr Padma Gurmet informed the HLG that Smt Kunzes topped the MCQ-based exam but her marks in the skill test, i.e. typing test, were lower than the candidate who was selected for the post.
DC Leh informed the HLG about the selection method and selection criteria adopted by them for various posts during the recruitment drive conducted by LAHD-SSRB.
The HLG inquired about the selection criteria, selection method and weightage given to written and skill tests. He also inquired about the recruitment rules for said posts advertised by NISR Leh.
After listening to both parties, the HLG stated that the recruitment process had been violated. He said he would take a final decision in this regard appropriately.
