Delegations from Liktsey & NHPC Chutak Project Kargil call on Hon’ble Lt Governor Brig (Dr) BD Mishra (Retd).

Leh, Nov 13, 2023: A delegation from Liktsey village comprising Nambardar, Shri Dorjay Angchok; Chairman, School Education Committee, Shri Thinles Norboo and Chairman, Village Education Committee, Shri Tsering Namgyal, called on the Hon’ble Lieutenant Governor of Ladakh, Brigadier (Dr) BD Mishra (Retd), at the LG Secretariat. Secretary to HLG, Shri Ravinder Kumar, IAS and In-charge Director, School Education Department, Shri Mohd Nazir Sheikh were present in the meeting.
Shri Angchok apprised the HLG of the initiative of the community members of Liktsey village to develop a residential hostel to increase the enrolment of students at Government High School, Liktsey. He informed that the community members bore expenses from their own pocket to engage the warden, cook and other employees to run the residential hostel successfully for a period of around two years. He also informed that students from villages such as Tiri, Kungyam, Hemya, Khatpoo, Tarchit, Fulak, Tukla, Ikk and Liktsey study at Government High School, Liktsey and the number of students has increased significantly after the conception of the residential hostel.
Shri Angchok requested the HLG to establish a government-run residential hostel at Government High School, Liktsey as it would help increase the enrolment of students, improve educational opportunities for students from the Rong-Churgyud area and ensure inclusive education for students.
The HLG asked the In-charge Director and Under Secretary of the School Education Department to include the proposal for the establishment of the residential hostel at Government High School, Liktsey in the next financial year. He stated that the Administration is committed to the welfare and benefit of students of Ladakh. He also stated that separate dormitories should be made for boys and girls students at the residential hostel.
The HLG asked Shri Angchok to meet the Chairman of LAHDC Leh for assistance in running the community-based residential hostel till the government-run residential hostel is approved and construction work is completed.
A delegation comprising contractual workers of NPHC Chutak Project Minji Kargil led by Shri Gulzar Ali called on the HLG at the LG Secretariat. Commissioner Secretary, Labour, Shri Mehboob Ali Khan, IRS and Secretary to HLG, Shri Ravinder Kumar, IAS, were present in the meeting.
Shri Gulzar apprised the HLG of the order issued by the Corporate Office at Faridabad regarding unfirm wages and financial benefits for contractual workers engaged by contractors in NHPC. He complained that the contractual workers from Ladakh have been included in Category C, which is the lowest category, whereas they should have been put in a higher category due to the region’s harsh climatic conditions. He also informed that they are paid a salary of only 26 days per month despite working six days a week. He requested the HLG’s intervention so that they get the salary of one month instead of 26 days.
Shri Gulzar informed the HLG that NHPC has made some of the contractual employees working at other power stations full-time permanent employees but none of the contractual workers in Ladakh has been made permanent. They requested the HLG to take up the matter with the higher authorities of NHPC.
The HLG instructed the Commissioner Secretary of the Labour Department, UT Ladakh, to write letters to the CMD of NHPC to provide high-altitude allowances to its contractual workers working in Ladakh due to the harsh climatic conditions of the region and also to provide full month’s salary if the contractual workers are working six days a week.
