Delegations from Zanskar, CIC operators call on Hon’ble Lt Governor Brig (Dr) BD Mishra (Retd).
Leh, Jan 15, 2024: A delegation from Zanskar led by General Secretary, BJP Zanskar, Shri Rigzin Tsewang, called on the Hon’ble Lieutenant Governor of Ladakh, Brigadier (Dr) BD Mishra (Retd), at the Lieutenant Governor’s Secretariat. Member of Parliament from Ladakh, Shri Jamyang Tsering Namgyal and Secretary to HLG, Shri Ravinder Kumar, IAS, were present in the meeting.
Shri Rigzin raised several issues, viz. the need to increase and revaluation of circle rate for land in Karsha block so that the residents can get sufficient rates during land acquisition for the construction of roads; sanctioning of solar-powered lift irrigation using siphon technology for Karsha village; the erection of high transmission line connecting Remalla-Skagam village in Zanskar; sanctioning multi-purpose community hall at Skagam, Atting, Rantaksha, Tungri (Thang Mohalla) and the need to look into the issue of misuse of subsidy component under Capex budget and CCDF by Councillors, etc.
The HLG directed the concerned officials to constitute a committee to prepare a uniform Circle Rate. He also instructed Secretary, Planning Department and Secretary, PDD to look into the demand for lift irrigation and the erection of HT lines in Zanskar. He also asked Secretary, Rural Development Department to assess the requirement for community hall in left-out villages of Zanskar.
The HLG also spoke to Chairman, LAHDC Kargil, Dr Mohd Jaffer Akhoon to inform all Councillors for equal distribution of subsidy component and CCDF to the beneficiaries at the earliest. He also asked DC Kargil to take immediate action against the defaulters.
A delegation comprising Community Information Centre (CIC) operators led by Smt Gulnar Fatima called on the HLG at the LG Secretariat. MP Ladakh, Shri Jamyang Tsering Namgyal; Secretary to HLG, Shri Ravinder Kumar, IAS; Under Secretary, RDD, Shri Mohit Sharma; Director, RDD, Sajad Qadri, were present in the meeting.
Smt Fatima informed that CIC operators like her ensure efficient work on web portals daily in the Department of Rural Development and Panchayati Raj. She also informed that CIC operators who hold degrees get monthly salaries of Rs 10,000 while diploma holders are given Rs 8,000 as monthly salaries. She further informed that their salaries have not been enhanced since 2010 and requested enhancement of their salaries. Smt Fatima also requested the regularisation of CIC operators as data entry operators.
The HLG asked the concerned officials to constitute a committee to look into their issue.
