Discusses various issues such as creation of SSD for Durbuk subdivision, allocate Director in Sheep Husbandry Dept, equitable transfer of BDOs and installation of Pashmina Dehairing Plant
Leh, Feb 29, 2024: Executive Councillor, LAHDC Leh, Shri Tashi Namgyal Yakzee, called on the Hon’ble Lieutenant Governor of Ladakh, Brigadier (Dr) BD Mishra (Retd), at the Lieutenant Governor’s Secretariat. Advisor to the HLG, Dr Pawan Kotwal, IAS; Principal Secretary, Shri Sanjeev Khirwar, IAS; Commissioner/Secretary, Shri Mehboob Ali Khan, IRS; Secretary to the HLG, Shri Ravinder Kumar, IAS; Secretary, Shri Michael D’Souza and DC Leh, Shri Santosh Sukhadeve, IAS, were also in the meeting.
Shri Tashi Namgyal Yakzee raised the issue of inviting technicians from China due to visa issues for the installation of the Pashmina Dehairing Plant in Leh. He requested the HLG’s intervention in getting trained technicians for the installation of the dehairing pashmina plant so that the machine could be made functional.
Shri Ravinder informed the HLG about his meeting with the Additional Secretary and Joint Secretary to Ministry of Textiles and the direction given by them to ask the contractor to get a no objection letter from the supplier stating that skilled local technician can install the machine due to their inability to send technicians. The letter also needs to state that the supplier would provide all possible technical assistance during the installation of the machine, whenever the need arises, by the local technician, added Shri Ravinder.
The HLG asked Shri Yakzee to get in touch with the supplier and ask him to contact the contractor regarding the no objection letter.
Shri Yakzee informed the HLG about the benefit of the pashmina kid pends provided by the Animal Sheep Husbandry Department to the goat herders in Changthang.
The HLG asked Shri Yakzee to conduct a survey to assess the mortality rate of the pashmina goat kids.
Shri Yakzee raised the need for the creation of a special sub-division (SSD) for Durbuk sub-division to expedite development works. He also raised the need for the allotment and establishment of the post of the Director in the Sheep Husbandry Department for the development and promotion of pashmina and the upliftment of the economic condition of the nomads from Changthang. He further requested the HLG for equitable transfer of Block Development Officers (BDOs) to Leh district and subsequently to Durbuk sub-division to assume the full-time charge of BDO in place of the outgoing BDO.
The HLG asked the concerned official to expedite the creation of the special sub-division. He asked Shri Yakzee to propose the name of an official who can take the charge of BDO Durbuk sub-division. He also asked Shri Ravinder to allocate the post of Director in the Sheep Husbandry Department.
