Introduction
The Department of Food, Civil Supplies and Consumer Affairs (FCS&CA), Ladakh has been operational since 1970, ensuring the distribution of food grains and essential commodities to targeted beneficiaries across the twin districts of Leh and Kargil in the Union Territory of Ladakh. Currently, there are 404 sale centres providing rations to 1,24,574 individuals with 27,001 ration cards in Kargil District and 1,02,083 individuals with 25,584 ration cards in Leh District, totaling 2,26,657 individuals with 52,585 ration cards under categories such as PHH, AAY, and NPHH.
The department monitors the availability of petroleum products and essential commodities in the market. Over the past two years, Aadhaar seeding has achieved 99.77% coverage for ration cards and 98.50% for individual members. Ration is now distributed through e-POS machines, increasing transparency under the Public Distribution System (PDS). The department is committed to delivering affordable and quality food to people’s doorsteps, focusing on vulnerable populations to help them live with dignity while also protecting them from rising food prices.
Department’s Vision
The department aims to modernize and bring transparency and efficiency in service delivery. The key visions include:
- Smart ration card to replace traditional cards
- SMS alert system for ration distribution updates
- Modernization of granary stores and sale centres
- 100% Aadhaar seeding for beneficiaries and ration cards
- Elimination of bogus ration cards and records
- Rice fortification using extrusion technology
- 100% eKYC compliance for beneficiaries
Functions
The Department of Food, Civil Supplies, and Consumer Affairs is among the oldest in the UT, entrusted with implementing critical social welfare programs that ensure food security for all, especially vulnerable sections of society. Its core functions include:
- Public Distribution System
- Regulation and supply of LPG and other petroleum products
- Monitoring prices of essential commodities
- Consumer grievance redressal and protection of rights
- Consumer awareness programs
- Implementation of central and UT-specific welfare schemes
Schemes/Programmes of the Department
National Food Security Act, 2013
Implemented across the erstwhile J&K State from 1st February 2016, the NFSA ensures access to adequate, quality food at subsidized rates. Under this Act:
- PHH beneficiaries receive 5 kg food grains per person/month at Rs. 3/kg for rice and Rs. 2/kg for wheat
- AAY beneficiaries (poorest of the poor) receive 35 kg food grains per household/month
Pradhan Mantri Garib Kalyan Anna Yojana (PMGKAY)
Introduced during the COVID-19 pandemic, PMGKAY provides an additional 5 kg of food grains (free) per person to those covered under NFSA, on top of existing entitlements. As of 1st January 2024, this has been extended for five years, continuing the same entitlement:
- 35 kg per AAY household per month
- 5 kg per PHH individual per month
For NPHH category beneficiaries, 5 kg of food grains per person/month is provided at subsidized rates of Rs. 15/kg for rice and Rs. 13/kg for atta.
Ladakh Food Security Scheme (LFSS)
LFSS supplements NFSA by providing an additional 5 kg of food grains per person (up to 9 family members) at Rs. 29/kg (fortified rice). Food grains are procured under OMSS rates from FCI and distributed accordingly. Monthly entitlement under this scheme is:
