Kargil, August 30, 2024: The Hon’ble Lieutenant Governor of Ladakh, Brig (Dr) BD Mishra (Retd) on Thursday chaired a meeting with Departmental Secretaries and Heads of Departments (HODs) at Conference Hall, Kargil, to review development works/schemes in district Kargil along with grievances/issues flagged by LAHDC, Kargil related to their respective departments.
During the meeting, Administrative Secretary Tourism/PDD, Ladakh, Vikram Singh Malik gave a presentation and shared the status of development works, policies and incentive schemes in Tourism Department, green incentive scheme, site development of Bhimbat.
The Administrative Secretary also shared the status under Swadesh Darshan 2.O, Hunderman and Linkipal Skiing experience projects in Kargil. He also shared the key works under SDP (New) FY 2024-25 of Tourism and YSS Departments, the status of Iqbal Hydro-Electric Project and Dah Hanu Hydro-electric Projects.
The 220 KV Drass Padum Power transmission line was also discussed and HLG directed the concerned officials to ensure the transmission line does not affect the properties of people including agriculture land.
The HLG discussed issues flagged by Chairman/CEC, LAHDC, Kargil, Dr Mohd Jaffer Akhoon including sanction of upgradation of PHCs to CHC, creation/opening of new Health Sub Centres at various places of Kargil district, requirement of ambulances for various health institutions, posting of Consultants/Doctors, Medical Officers at DHK, loyalty/experience bonus for all NHM employees.
The issues related to tourism raised by LAHDC, Kargil which were discussed include the pending works pertains to Mechanical & Engineering Wing (J&K), all stakeholders of the Tourism Department requested for change in the registration and renewal policy. They also requested for less documentation and a single window for NOCs for Fire & Pollution department, requirement of manpower/outsourcing staff in Tourism Department.
The issues related Animal Husbandry Department discussed include the approval for recognition of the Stock Assistant Training Institute Kurbathang, request for opening of new Livestock Centre in Kargil district, grant of approval for free utilization of medicine, feed and fodder during Foot & Mouth Disease outbreak at highland pastures and quarantine period, creation of revolving funds to the tune of Rs 01 crore for purchase of quality medicine, feed, min mixtures, TMR, silage etc. to boost the economy of livestock rearers.
The issue related to Mechanical Department which were discussed included supply of spares for snow cutters.
The issues related to PDD include non-payment of wages of casual labourers, confirmation of Junior Engineer, Assistant Executive Engineer, Executive Engineer, Superintending Engineer and Chief Engineer, PDD, Execution of 05-Hydro Electric Projects (HEPs) which are cleared by the Ministry of New & Renewable Energy (MNRE), Govt. of India.
Regarding 05-Hydro Electric Projects (HEPs), the HLG directed the Secretary PDD to project all the hydro projects for the sanction.
The issues related the Education Department came under discussion include establishment of a full-fledged Govt. Degree College at Sankoo, conduct of CBSE Class 10th & 12th examinations in Oct-Nov, enhancement of honorarium in favour of 10+2 contractual lecturers, strengthening of JNV Kargil, improvement of DIET Kargil as institute of excellence, provision of O&M (Rural Water Supply Scheme) and restoration of Parkachik Khows Irrigation Canal.
Regarding the enhancement of honorarium in favour of 10+2 contractual lecturers, the HLG directed the concerned to examine the issue.
About the CBSC issue it was informed that the issue has been raised with the concerned authorities. Similarly, about the JNV Kargil, it was informed that the heating arrangements will be planned for the institute.
The other issues discussed include construction of multi-level car parking at Kargil.
The meeting also discussed allocation of funds under disaster management and creation of a Head as Grand-In-Aid, recommendation of students for admission in the different paramedical colleges in J&K, strengthening of All India Radio (AIR) Kargil Station etc.
The HLG directed the Secretary Tourism to explore Thovina, Sankoo for the purpose of tourism.
During the meeting, Border Development projects which are pending were also discussed and directions were passed to the concerned to complete all pending works at the earliest.
It was informed that fire tenders will be provided to the Police Stations in Ladakh to mitigate fire incidents.
