    Hon’ble Lt Governor Brig (Dr) BD Mishra (Retd) holds meeting with CEC LAHDC Leh & CEC/ECs of LAHDC Kargil to discuss various issues related to districts.

    Hon’ble Lt Governor Brig (Dr) BD Mishra (Retd) holds meeting with CEC LAHDC Leh & CEC/ECs of LAHDC Kargil to discuss various issues related to districts.
    Leh, Mar 13, 2024: The Hon’ble Lieutenant Governor of Ladakh, Brigadier (Dr) BD Mishra (Retd) held a meeting with Chairman/CEC of LAHDC Leh and CEC/Chairman & Executive Councillors of LAHDC Kargil, at the Lieutenant Governor’s Secretariat to discuss various issues related to both districts in the presence of Advisor to HLG, Departmental Secretaries and Head of Departments (HODs).
    Several major issues were raised by Chairman/CEC Kargil, Dr Mohd Jaffer Akhoon and Chairman/CEC Leh, Advocate Tashi Gyalson in the meeting, viz. resolving the issue of deployment of teachers in Kargil; releasing funds under Councillor Constituency Development Fund (CCDF) in the form of grand in-aid on the lines of Members of Parliament Local Area Development Scheme (MPLADS) and Block Development Council (BDC) Funds; releasing funds to meet the pending liabilities of land compensation; continuation and enhancement of Special Development Package and State Sector funds in UT Ladakh; providing special package for drought mitigation; refurbishment of Iqbal Hydro-Electric Project, etc. The other issues discussed in the meeting included the airlifting of passengers from Jammu and Srinagar; issuing directions to Project Vijayak to carry forward snow clearance work at Zoji-La Pass beyond Point Zero; making Government Degree College (GDC) at Sankoo fully functional; construction of airport at Zanskar; creation of post of Executive Engineer for R&B Division for Zanskar sub-division; filling up of the vacant post of Block Development Officers (BDOs); the need to give additional charge of the sub-divisional magistrate, Shakar-Chiktan to another qualified officer other than tehsildar due to the latter’s workload; the need to relook into recent shuffling of BDOs and sub-division officers, etc.
    At the outset, the HLG highlighted the need to ensure that no school remain headless along with discouraging uncalled-for employment, attachment of teaching staff and removing pseudo deployment of teachers in schools. He assured to look into the demand regarding resolving the issue of deployment of teachers at Council level.
    Regarding the issue raised regarding releasing funds under CCDF in the shape of grand in-aid on lines of MPLADS and BDC Funds and flexibility required in the funds allocated to Councillors so that they can provide grand in-aid to patients, students and the needy, the HLG stated that he could conduct a study into the matter and asked both Hill Councils to submit plans regarding providing subsidy to beneficiaries. The HLG also asked the Advisor to the HLG to keep adequate funds for providing compensation for land.
    Post-discussion on the continuation and enhancement of SDP and SS schemes funds in UT Ladakh and particularly the issue raised regarding providing adequate funds for flood restoration works and restoration/resurfacing of roads, especially macadamisation of roads, the HLG asked both Hill Councils to identify roads where resurfacing/restoration work is needed and prioritise the roads which need immediate attention. He also asked Secretary, PWD, to revive flood management plan to provide relief to the affected in case of floods/natural calamities. He instructed the concerned Departmental Secretary/HOD to look into the possibility of increasing the compensation amount to the affected and he also inquired about the short and long-term plans and components regarding drought management plan in Ladakh.
    Replying to CEC Leh’s concern regarding vaccination against cervical cancer for girls aged 9 to 14, the HLG instructed Director Health Services to ensure that all girls in Ladakh between the ages of 9-14 are vaccinated against cervical cancer.
    Stating that water resources and providing employment opportunities to the Ladakhi youth are his biggest concerns, the HLG highlighted the need to think 30 years down the line to ensure the availability of water for posterity. He also asked the Secretary, Power Development Department, to look into the issue of refurbishing Iqbal Hydro Electric Power on top priority.
    The HLG assured to take up the demand of providing India Air Force’s flights to airlift stranded Ladakhi people from Jammu and Srinagar. He also assured that he would direct both Project Engineers of Project Vijayak and Project Beacon regarding the clearance of snow at Zoji-La Pass. He asked Commissioner/Secretary, Higher Education, Smt Padma Angmo to meet the concerned officials in the Ministry of Finance/Education regarding GDC Sankoo.
    The HLG asked Executive Councillor, LAHDC Kargil, Shri Punchok Tashi, to ask SDM Zanskar Romil Singh to submit a plan regarding the fencing of the proposed land for Zanskar Airport. He asked the concerned officials to review and keep geographical limits and level of responsibility in mind while issuing orders for transfer/providing additional charges to sub-division officers.
    The HLG asked the concerned Councillors and officials to conduct rationalisation of staff and put well-qualified staff in charge of the school. He also asked both Hill Councils and Departmental Secretaries/HODs to issue rice/sugar to the public at convenient distances through the public distribution system (PDS); ensure that copying/cheating and other illegal practices in exams are avoided and complete all project works within a span of three years for the benefit of the public.
