Hon’ble Lt Governor Brig (Dr) BD Mishra (Retd) holds meeting with Dept Secretaries & HODs to review progress of govt schemes, pending issues in their respective depts.

Leh, Aug 04, 2023: The Hon’ble Lieutenant Governor of Ladakh, Brigadier (Dr) BD Mishra (Retd), held a meeting with the Departmental Secretaries and Head of Departments (HODs) at Raj Niwas to review the progress of various government schemes along with pending issues of their respective departments.
Various issues were discussed during the events, viz. the establishment of Sainik School in Ladakh; the attachment of government teachers; the draft cabinet note on Sustainable Industrial Development policy for Ladakh; the need to improve Sanjak-Khangral road; the request from aspiring candidates, who have applied for the post of junior assistant in the SSC Ladakh Posts, to consider computer certificates issued by non-government institutes; declaration of Leh town and surrounding areas as a controlled area to regulate the drawal of underground water through borewells; the feasibility of establishing state-level recruitment board for Ladakh; the substandard irrigational work at Skumpata; the academic calendar of Polytechnic Colleges in Ladakh; the issue of land belong to Rangdum monastery; the need to increase the honorarium of faculty of ITI and Polytechnic to attract qualified vocational instructors; the need to transfer the District Programme Officer for the monitoring of the Poshan Abhiyaan; the upcoming Ladakh Education Fair, The Himalayan Film Festival, Pushp Mela, Agri Mela; the distribution of zero carbon emission tents/shelters to reduce the mortality rate of kids of Pashmina goats; the tapping of surplus water from Leh nullah for various purposes; the blacktopping of roads damaged during the implementation of JJM works; the need to issue advisory and take preventive actions to discourage single person hiking/trekking in Ladakh; the notification tourist area in Ladakh, etc.
The HLG emphasised the need to complete the remaining 20% of Jal Jeevan Mission works to provide FHTCs to rural households by the end of September. Highlighting the need to sensitise people about the judicious use of water, the HLG instructed that notice should be served and penal action should be taken against defaulters found guilty of overexploitation of withdrawal of underground water through borewells. He highlighted the need to check the feasibility of establishing Ladakh’s own state-level recruitment board so that recruitment processes can be conducted without any delay.
The HLG emphasised the need to control ill practices and corruption by the road construction companies during the engagement of labourers and also to conduct an inquiry to find the erring companies. He highlighted the issue of the increase in the number of beggars in Ladakh, especially in the Leh main market and instructed Ladakh Police to take necessary measures to ensure that the public is not harassed by them. He instructed the Commissioner Secretary, Tourism Department, to implement all tourism-related acts, rules and regulations in Ladakh.
Director, Finance, Dr Safdar Ali, IRS, gave a detailed presentation on the grant of Deputation Allowance and Additional HRA to employees deputed from UT of Jammu and Kashmir.
