    Hon’ble Lt Governor Brig (Dr) BD Mishra (Retd) inaugurates First Circuit Sitting of CAT Jammu Bench in Leh.
    Leh, June 19, 2024: The Hon’ble Lieutenant Governor of Ladakh, Brigadier (Dr) BD Mishra (Retd) inaugurated the First Circuit Sitting of Central Administrative Tribunal (CAT), Jammu Bench at Sindhu Sanskriti Kendra in Leh in the presence of Hon’ble Administrative Member/Head of Department CAT Jammu Bench, Shri B Anand; Judicial Member, CAT Jammu Bench, Shri Rajinder Singh Dogra; Judicial Member, CAT Patna Bench, Shri Ajay Pratap Singh; Principal Registrar, CAT Principal Bench, New Delhi, Smt Preeti Singh and Administrative Secretary, Law and Justice, Shri Michael D’Souza, IAS. ADGP Ladakh, Dr SD Singh Jamwal, IPS; President of District Bar Association Leh, Shri Mohd Shafi Lassu and members of District Bar Association Leh; members of CAT Jammu Bench; Legal Assistants and other officials were present during the inauguration.
    The Circuit Sitting of CAT Jammu Bench will be held on June 19 and 20 to hear and dispose of cases listed before the Division Bench comprising Administrative Member, Shri B Anand and Judicial Member, Shri RS Dogra.
    Terming the inauguration of the First Circuit Sitting of CAT Jammu Bench in Leh as a momentous occasion, the HLG stated that the Circuit Sitting of the CAT Jammu Bench would benefit the people of Leh district. Stating that the redressal of people’s grievances is important in a civilised society, he highlighted the need for redressal of grievances and the importance of the CAT Jammu Bench in this regard. He also highlighted the need for the judicial system to treat everyone equally in the eye of the law.
    The HLG flagged four critical points during his address to the gathering; firstly, CAT Jammu Bench in Leh should shift from its present temporary location to a permanent place in the judiciary premises now coming up at Melongthang; secondly, the need to have a CAT Bench in Kargil also so that grievances related to service matters in both districts could be resolved; thirdly, the need to operate Circuit Sitting of CAT Jammu Bench in the winter months as well because the UT Administration works round the year in both Leh and Kargil and, finally and most importantly, the speedy disposal of cases brought before it without the dilatory system of postponing the dates of hearing and passing of orders.
    Administrative Member/HoD CAT Jammu Bench, Shri B Anand informed that CAT Jammu Bench is responsible for taking care of service matters of the people of Leh district while CAT Srinagar Bench takes care of service matters of the people of Kargil district. He also informed that only 20-30 cases are pending with the CAT Jammu Bench. Assuring that the service matter cases would be resolved at the earliest, Shri B Anand stated that the presence of Circuit Sitting of CAT Jammu Bench should facilitate a lesser number of litigations and not vice-versa. He stated that the logic behind the Circuit Sitting of the CAT Bench is to bring justice at doorsteps for speedy justice.

    Earlier, Principal Registrar, CAT Principal Bench, New Delhi, Smt Preeti Singh welcomed the guests to the event while Administrative Secretary, Law and Justice, Shri Michael D’Souza, IAS, delivered the vote of thanks.
