Several delegations call on Hon’ble Lt Governor Brig (Dr) BD Mishra (Retd).

Leh, February 12, 2025: A delegation of outsourced photographers from the Department of Information and Public Relations (DIPR) called on the Hon’ble Lieutenant Governor of Ladakh, Brigadier (Dr) BD Mishra (Retd), at the Lieutenant Governor’s Secretariat. Commissioner/Secretary to the HLG, Dr L Franklin, IAS and Secretary, DIPR, Vikram Singh Malik, IAS, were present in the meeting.
The delegates apprised the HLG of their grievances concerning the termination of their services and the non-payment of salaries for the past three months. They informed the HLG that they had encountered a similar issue in October last year, which was amicably resolved with the HLG’s intervention. This time, however, their services have been terminated as of mid-January and their salaries have not been paid since November 2024, they also informed.
In response, the Secretary of DIPR, Vikram Singh Malik, IAS, informed the HLG that the department had issued an order to the outsourcing agency to discontinue the services of five out of eight photographers, as the requirement now stands at only three photographers due to the induction of permanent cameramen. However, the outsourcing agency has not followed this directive, he further informed.
The HLG instructed the Director General of Police (DGP), Ladakh, to investigate the matter and take appropriate action against the outsourcing agency. He also requested the delegation to meet with the DGP Ladakh to provide detailed information regarding their concerns and asked Secretary DIPR Ladakh to do justice to them.
In a separate meeting, a delegation of the Jawahar Navodaya Vidyalaya (JNV) Parents Teacher Council led by its Chairman Tashi Angchuk, called on the Hon’ble Lieutenant Governor of Ladakh, Brigadier (Dr) BD Mishra (Retd), to seek his intervention in the appointment of a new Principal and other pressing issues concerning the JNV School.
Commissioner/Secretary to the HLG, Dr. L. Franklin, IAS; Secretary, School Education, Bhanu Prabha, IAS; Deputy Commissioner Leh, Santosh Sukhadave, IAS, and other concerned officials were present in the meetings.
The delegation apprised the HLG that a reliever has not been appointed since the transfer of the previous Principal of JNV Leh in May last year. They sought his immediate intervention to expedite the posting of a new Principal. Additionally, they highlighted issues such as inadequate heating facilities, the need for the renovation of the dormitories/staff quarters and garbage collection services at the JNV School.
The HLG discussed these matters with the concerned official of the Navodaya Vidyalaya Samiti, who assured that necessary steps would be taken to address the issues promptly.
In another meeting, a delegation from Bogdang village led by its Nambardar Mohd Mussa called on the Hon’ble Lieutenant Governor of Ladakh, Brigadier (Dr) BD Mishra (Retd) to request the establishment of CD Block and Naibat for Bogdang. The delegation also emphasised the urgent need for the renovation of the Army Goodwill School in Bogdang.
In response, the HLG instructed GOC 14 Corps Lt Gen Hitesh Bhalla to look into the matter and take necessary actions. He informed the delegates that further action for block-level works would be carried out only after the finalisation of the works for the five new districts announced for Ladakh.
