SCHEMES OF SHEEP HUSBANDRY DEPARTMENT UT LADAKH.
A) New approved Schemes under SDP (Object Head 33-Subsidies) 2025-25.
- Scheme Name: Provision of Subsidy for establishment of 10 units of 5 Nos. of (5F+1M)/05 Nos. of (9F+1M) units of Pashmina/Dairy goat/ Merino in Leh district @ 75% subsidy Mode: 75% Govt share, 25 % beneficiary share.
Description:
Sheep and goat rearing remains the main subsidiary income in agro-pastoral regions of Ladakh. However, with the increase of income from service sectors and frequent attack by dogs and wild animals, livestock population has decreased considerably. To revive the sheep and goat population and productivity, farmers shall be provided with sheep/goats (5F+1M), (9F+1M) units on 75% subsidy cost. This will be a financial support to poor farmers and anticipate to increase their income significantly not only from selling animal products viz pashmina, wool, milk but also from adopting organic agriculture practices from sheep/goat manure and subsequent selling of organic products.
The small but strategic livestock unit (5F+1M) serves as a foundation stock for sustainable livestock revival including the introduction of small-scale dairy unit/ production.
Objective:
- Foundation stock to revive sheep and goat rearing.
- To establish and promote dairy goat unit setup as an alternative to boost local economy.
- c) Employment generation and entrepreneurship avenues.
- d) Sustainable development.
Eligibility Criteria for Beneficiaries:
- The nomination of beneficiaries shall be purely based on interest of beneficiaries in sheep and goat rearing.
- Beneficiaries that have suffered the brunt of wild attack/dog attack as a matter of compensation shall be covered.
- Identification of beneficiaries shall be done through departmental officer/officials and approved by concerned Councilor.
B) Scheme Name: Provision of subsidy for establishment of livestock shed I Chain link in Leh district @ 75% subsidy. Mode: 75% Govt share; 25% beneficiary share.
Description: Wild and stray dog attack remains the main factor discouraging the farmers from rearing livestock. Every yea rmore than 1000 livestock are killed by depredation. In order to provide protection in the form of livestock shed/chain link to prevent such incidences, livestock shed/chain link fencing is projected under the scheme on 75% subsidy cost.
Objective: To protect the Sheep and goats from stray dogs and wild predators.
Eligibility Criteria for Beneficiaries:
a. The beneficiaries shall have a minimum of 30 no. of sheep/goat residing in prone areas of wild/stray dogs attack.
b. The beneficiary shall be identified from different areas of Leh district.
c. Identificationofbeneficiariesshallbedonethroughdepartmentalofficer/ official sand approved by concerned Councillor.
d. The platform shall be constructed by beneficiary.
C) Scheme Name: Pilot project on provision of subsidy on electric fencing to curb dog attacks on 75% subsidy (Leh District).
Mode: 75% Govt share, 25% beneficiary share.
Description: Electric fencing, an innovative strategy to prohibit dog attacks shall be introduced in villages where the incidence of dog attack is very frequent and sometime endangers human life. In such situation, these unrestrained and relentless dogs can be prevented by providing non-lethal solar run electric shock. Department has already installed two units of electric fencing at Chuchot and Liker villages on pilot basis. The result is very successful and based on this, the project been proposed under the scheme
Objective:
a. Electric fencing is an innovative strategy to prohibit dog attack.
b. To address the challenges posed by frequent stray dog attacks.
c. Increase/revive sheep and goat population.
Eligibility Criteria for Beneficiaries:
a)The beneficiary shall have Minimum 30 no of sheep/goat holding.
b)The beneficiary shall be resident of Leh district.
c)Sheep and goat Breeder’s cooperative society shall be given preference to avail this benefit; given a maximum no of sheep and goat can be enclosed in the fencing.
d)Identificationofbeneficiariesshallbedonethroughdepartmentalofficer/officials and approved by concerned Councillor.
D) Scheme Name: Subsidy on wool shearing machine @ 75% subsidy to progressive sheep rearers of Leh district (Leh District). . Mode: 75% Govt. share, 25% subsidy share.
Description: Wool Shearing process is done manually by most farmers. This results in fiber or staple length variation and degrades its value in the market. In order to increase their earning potential, portable shearing machine after providing training, shall be provided at 75% subsidy to the progressive breeders so that they are able to produce more uniform wool and enhance their earning.
Objective:
a. Promotion of sheep rearing.
b. Increase efficiency: Mechanical shearing reduces the time and labor required for manual shearing.
c. Mechanical shearing minimizes stress and injuries to sheep in comparison to manual shearing.
d. Maximize wool yield and quality
e. Reduced operational cost.
Eligibility Criteria for Beneficiaries:
a) The beneficiary shall have Minimum 30 no of sheep holding.
b)The beneficiaries shall be identifiedfrom different areas of Leh district.
c)The beneficiaries shall be selected in descending order of sheep holding.
d)TheHon’bleCouncillorsconcernedshallrecommendthebeneficiariesforavaili ngthe scheme.
Note:
The Block controllers shall take an undertaking from beneficiary stating that the shearing machine is acquired by the beneficiary from the department on DD/MMNY.
The Block Controllers shall maintain detail of shearing activity including no. of sheep covered.
It will be the responsibility of the Block Controller to keep the equipment in functioning order for 07 years
E) Scheme Name: Provision of spinning unit @75% subsidy to progressive sheep rearers of Leh district(Leh District).
Description: Once the wool is sheared or pashmina is combed, the livestock owners are compelled to sell raw wool and raw Pashmina at low rate despite having basic spinning skill and due to lack of adequate spinning machine or charkha. In order to enhance their earning potential, provision of spinning machines on 75% subsidy, specifically reserved for livestock owner so that value addition process is begins at home itself.
Objective:
a Provides value addition of raw wool and pashmina to generate surplus income.
b. Modern machinery accessible to preserving traditional textiles crafts.
Eligibility Criteria for Beneficiaries:
a. The scheme is specifically for sheep/goat rearers of Leh district.
b. The beneficiary shall have a Minimum of 30 no of sheep/goat holding.
c. The beneficiaries shall be selected in descending order of livestock holding.
d. Preference shall be given to cover at least one beneficiary from each block.
e. Identificationofbeneficiariesshallbedonethroughdepartmentalofficer/officials approved by concerned Councillor.
F) Scheme Name: Subsidy on Organic bio fertilizer plant with 2 tonnes capacity @ 75% subsidy to Sheep and Goat rearers with more than 50 no of sheep/goat holdings(Leh District). Mode: 75% Govt.share, 25% beneficiary share.
Description: Livestock manure has significant economic potential when transform into vital bio fertilizer. Toproduce 2 ton of bio fertilizers 50-60 sheep and goats are required and for this one bio-fertilizer plant having 2 tons capacity (one-ton dry matter and one ton water) need to be installed at farmer’s land. This plant will work in minus temperature also and has potential to increase the farmer’s income from 1000 to 50,000/- per month. As it is an innovative intervention to promote integrated farming, only 10 units have been projected for the year 2025-26.
Objective:
- To enhance the economic value of livestock farming by converting manure into organic and marketable bio fertilizers.
- Improve sustainable agriculture Practices.
Eligibility Criteria for Beneficiaries:
a. The scheme is specifically for sheep and goat rearers of Leh district.
b. The beneficiary shall have a Minimum of 50 no of sheep/goat holding.
c. The beneficiaries shall be selected in descending order of sheep/goat holding.
d. Community sheep/goat rerarers can also acquire this benefit.
e. The preference shall be given to cover atleast one beneficiary from each block.
f. Identification of beneficiaries shall be done through departmental officer/officials and approved by concerned Councillor.
G) Provision of milk replacer for Pashmina goat kids @ 90% subsidy(Leh District).
Description: In Changthang areas particularly in winter, when the pasture condition is not sufficient to sustain the growing kid/ lamb, often milk deficiency has been reported. The required quantity of milk has not been sufficient to nurture their growing kid/lamb leading to heavy mortality in kid/lamb.
In order to control the mortality caused by milk deficiency, milk replacer has been introduced and incorporated in SDP Subsidy.
Objective
a. To minimize the kid and lamb mortality caused by milk deficiency.
b. To ensure optimum growth and strengthen immunity in growing neonates.
c. To overall increase the population of sheep and goat.
Eligibility criteria
a. Distribution of milk replacer is based on kid/ lamb holding.
b. Identification of beneficiaries by concerned block controllers in consultation with concerned Centre In charge.
H)Construction and installation of kid pen/Shed for pashmina goats @ 90 % subsidy (Leh District).
Description: Kid/lamb mortality is a common issue in the Changthang region where thousand kid/lamb die during every winter month due to hypothermia. To address this, the UT administration has rolled out a scheme to provide kid/lamb pen to protect kid/lamb on 90% subsidy cost.
Objective
a. Mitigate neonatal mortalities caused by hypothermia during winters.
b. Protect new born from wild attack.
Eligibility criteria
The criteria will be based on livestock holding strength.
a.200-300: 01 unit of kid pen.
b.300-500: 02 unit of kid pen.
c.500 & above: 03 units of kid pen.
I)Rarzi System under Special Development Package (SDP) Component @ 90% subsidy to Sheep and Goat rearers(For Kargil District):
Description: This scheme aims to support large livestock flocks in both urban and rural areas by providing partially subsidized Rarzis (herders) during the summer grazing season. Implemented under the SDP component, the scheme prioritizes villages with the highest flock sizes and emphasizes traditional grazing practices. The Rarzi is engaged temporarily to manage health, grazing, and welfare of the herd, with close monitoring by the Block Veterinary Officers.
Objective
- To ensure proper and consistent management of large livestock flocks during the summer grazing season.
- To promote ancestral/traditional pasture-based grazing practices.
- To support large-scale livestock owners in managing grazing with reduced labor burden.
- To provide temporary employment to local residents as Rarzis.
- To enhance monitoring and reporting of livestock health and grazing efficiency.
Eligibility criteria
a). Flock Size Requirement:
Urban Areas (within Municipal Council Limits): Flock size must be between 300-400 livestock.
Rural Areas: Flock size must be between 500—600 livestock.
b). Grazing Condition:
Grazing must take place in ancestral/traditional pastures only.
c). Coverage Limitation:
The scheme is only concerned with flock/herd grazing within the village context.
Flocks must be managed under local oversight during the summer grazing season (up to 7 months).
d). Duration of Engagement: Maximum of 6 months during the summer grazing season.
e). Duplicacy: Taking benefit of similar scheme must be avoided by beneficiaries.
Eligibility Criteria for Rarzis (Engaged Herders):
- Must be a permanent resident of the constituency where the flock is based.
- Must be nominated or listed by the concerned PRI/ Nambardar.
- Monthly Honorarium: QO,OOO/- 10% contribution from villagers. 90% subsidized by the department via DBT (Direct Benefit Transfer) to the Rarzi’s bank account.
Engagement Period:
- Maximum of 5 months during the summer grazing season.
- Engagement is purely temporary, with no claim to permanency, and can be terminated at any time without notice.
2) Construction of Livestock Shelter Sheds at Summer Grazing Camps under SDP and Capex(KargiI District)
Description: During the summer months, public livestock flocks are seasonally migrated to various highland pastures of the district for grazing. These areas, however, lack basic infrastructure to safeguard animals during adverse weather conditions such as heavy rain, unexpected snowfall, or other natural calamities. As a result, livestock suffer injuries, losses, and in some cases, mortality.
Additionally, wild animal attacks pose a serious risk to these migratory flocks. To mitigate these issues and ensure better protection of private livestock, the department proposes to construct livestock shelter sheds at identified grazing camps. These shelters will offer safe and secure refuge to the animals during emergencies and contribute to minimizing livestock losses.
The shelters will be constructed under funding provisions of SDP (Special Development Package) and Capex (Capital Expenditure).
Objective
- To provide protective shelters for migratory livestock in high-altitude grazing camps.
- To reduce mortality and losses due to natural calamities and wildlife attacks.
- To enhance resilience and support for traditional livestock grazing systems in the district.
- To strengthen infrastructure and safeguard the livelihoods of livestock-rearing communities.
Eligibility Criteria for village level flock:
a. The livestock must consist of 400 to 700.
b. The community shelter shed is constructed after survey of the concerned BVO / In-charge and as per demand of the public.
c. A formal request letter must be submitted by the concerned community head.
d. The concerned Block Veterinary Officer (BVO) shall monitor the flock during summer grazing at highland pasture and submit regular reports to the department.
3. Schemes under IWDP(Integrated Wool Development Project) of Central wool Development Board
A) Predator Proof with Predator Warning Led Lights
Eligibility criteria
- Implementing agency will select locations of corals in wild attack prone villages in Consultation with district administration/wild life department and will implement the project.
- Implementing agency will finalize the specification, design of the corals.
- The implementing should have a complete inventory of unit constructed under the project, giving details of the beneficiary, name of the village and block in which the household is located, size of flocks(Pashmina goats) and category of beneficiary (SC/ST/BPL) and other relevant particulars. d) Beneficiaries will be selected by implementing agency in consultation with Local Administration.
- The beneficiaries should not have taken similar type of tents from department.
- After selection of beneficiaries and approval by the concerned Department for the component, a List of beneficiaries with their details like, Aadhar no., Photo ID shall be submitted to CWDB.
- The beneficiaries should not have taken similar type of tents from department to avoid duplicacy and all of the beneficiaries are benefited.
- The size of Predator proof coral is based on the livestock holding of the beneficiaries.

B) Portable Tent With Accessories (Shoes, Milk Churning Machine, Pashmina comb and Torch)
Eligibility criteria
a. Implementing agency will finalize the specifications (design, material, area) for the tent and other items.
b. Nomadic families shall be selected in consultation with Local Administration and locations.
c. The beneficiaries should have at least 15 livestock’s.
d. The beneficiaries should not have taken similar type of tents from department to avoid duplicity and all of the beneficiaries are benefited.
e. The annual duration of migration and number of pastures visited in a year along with total livestock holding of the family will be taken into consideration during selection process of beneficiaries.
f. Formal approval will be granted and communicated to block officers and Distribution committee comprising of public representatives, both local and regional along with departmental officers shall executed the final distribution process after notifying the shortlisted.
