Councillor Saspol, MC Leh President & members of registered labour agencies of Ladakh call on Hon’ble Lt Governor Brig (Dr) Bd Mishra (Retd).
Leh, Nov 02, 2023: Councillor, Saspol Constituency, Shri Smanla Dorjey Nurboo, called on the Hon’ble Lieutenant Governor of Ladakh, Brigadier (Dr) BD Mishra (Retd), at LG Secretariat.
Shri Smanla apprised the HLG of Panchayat Halqa Hemis Shukpachan in his constituency with more than 150 households without any telecommunication facilities. He informed about the survey conducted by both Airtel and BSNL, with the latter having identified land for the construction of the foundation for the mobile tower but without any further progress in this regard. Shri Smanla requested the HLG to look into the matter and instruct the concerned authorities to expedite the process for the convenience of the people of Hemis Shukpachan.
Expressing his displeasure over the progress of the installation of mobile towers in uncovered areas of Ladakh by BSNL, the HLG stated that he would take necessary steps for the installation of mobile towers to provide telecommunication facilities for the welfare of the people of Ladakh.
President, Municipal Committee, Leh, Dr Ishey Namgyal and Executive Officer, MC Leh, Shri Stanzin Rabgais, called on the HLG at LG Secretariat.
Dr Ishey apprised the HLG of the completion of the 5-year tenure of Municipal ward members on November 2 and the efforts made by the elected ward members of MC Leh to serve the citizens of Leh town. He also discussed the need to introduce the delegation of financial powers to the Municipal bodies as per Section 159 of the J&K Municipal Corporation Act 2000.
Dr Ishey also submitted a proposal regarding the upgradation of the Leh Municipal Committee to the Municipal Corporation.
The HLG informed about the plan to carry out delimitation exercises in Leh Municipal and adjoining areas due to the increase in the number of households over the past many years. He stated that the Administration would look into the proposal after the delimitation exercises are completed for the welfare of the people in Leh town and adjoining areas.
A delegation comprising members of All Ladakh Registered Labour Agencies led by Shri Skarma Tokdan called on the HLG at LG Secretariat.
Shri Skarma informed the HLG that the registered labour agencies in Leh provide labourers to Border Roads Organisation (BRO) and defence forces for infrastructure development works and other miscellaneous works. He complained of labour agencies from Dumka in Jharkhand who are hampering their work by providing migrant labourers from Jharkhand illegally to BRO. He also complained of malpractices adopted by the labour agencies in Dumka and the non-payment of full salaries to the labourers.
Shri Skarma requested the HLG to direct BRO to the Chief Engineers of Project Himank, Project Vijayak and Project Yojak to engage labourers from registered labourers agencies from Ladakh instead of labour agencies from Dumka.
The HLG asked Shri Skarma and other delegates to visit him again so that the matter could be discussed in the presence of the concerned Departmental Secretary. He informed about the Administration’s efforts to ensure all necessary facilities for migrant labourers, including proper shelter, drinking water, sanitation and hygiene.
