    CEC Kargil chairs meeting to review progress of various projects under CAPEX Budget 2023-24.

    Kargil, Nov 18, 2023: Chairman/CEC, LAHDC Kargil, Dr. Mohd Jaffer Akhoon, chaired a meeting today to assess the physical and financial progress of various projects under the CAPEX Budget 2023-24.
    Executive Councilor, Zakir Hussain, Executive Councilor, Kacho Feroz Ahmed, Executive Councilor Aga Syed Mujataba, Executive Councilor, Er. Punchok Tashi, Deputy Commissioner/CEO, LAHDC, Kargil Srikant Suse, SDMs, Councilors of LAHDC Kargil from respective constituencies, District Officers from all departments and other officials were present during the meeting.
    CPO Kargil, Abdul Hadi, provided a comprehensive presentation on the physical and financial progress achieved under the CAPEX Budget by various departments till date.
    He informed the meeting that the UT Administration has approved approximately 30000.00 lakhs under the CAPEX Budget for the financial year 2023-24.
    He further informed that in the Engineering Sector, out of 15687.69 lakhs till 10/20/23, 5920.13 lakhs expenditure has been booked which sums up around 37.74%. He also informed that in the non-engineering sector, out of 14312.21 till 10/20/23 around 8359.40 lakhs expenditure has been booked which sums around 27.86%.
    The CPO also informed that administrative approval of majority of the works has been done furthermore in some places land dispute has to be resolved at the earliest.
    During his address at the meeting, the CEC emphasized that all departments and executing agencies must intensify their efforts to incur maximum expenditure before the end of the working season.
    Reiterating the commitment to a corruption-free and prompt Ladakh, he urged all officers to align with the vision of LG Ladakh. He emphasized the importance of working with dedication and honesty to serve the people and contribute to their welfare.
    CEC Akhoon also emphasised on the adoption of eco-friendly and energy efficient building techniques for sustainable development in the District.
    In the course of the meeting, CEC Akhoon inquired about the progress of works on both ongoing and new projects in the Engineering and Non-Engineering sectors. The status of works, projects, and any associated issues were thoroughly reviewed and discussed on a department-wise basis.
    The meeting included a comprehensive review of the status of various departments such as Health, PHE, RDD&PRD Kargil, Education, PWDR&B, Tourism, KDA, Mechanical Engineering, Agriculture, Horticulture, Animal/Sheep Husbandry, Soil Conservation, Fisheries, Wildlife, PDD, Youth Services, and Sports, among others.
    In addition to the review of the status of works, the meeting also addressed various departmental issues. Concerned officials provided suggestions and engaged in discussions to address these issues.
    The CEC stressed the Sectorial officers to pace up the execution of works in view of the approaching winter season and emphasized to maximise the expenditure of funds.
    Emphasizing the importance of timely commencement of developmental projects and minimizing unnecessary delays, he directed Sectorial officers to expedite the tendering process for all ongoing works. He specifically instructed the concerned officers not to compromise on the quality of the work.
    During the meeting, Councillors highlighted different developmental issues pertaining to their respective constituencies while several unanimous decisions were taken by the house.
    Meanwhile, rationalisation of schools and teaching staff in the district was discussed. Councillors put forth their suggestions with regard to the rationalisation of schools and teaching staff in the district, schemes proposed under the subsidy component, etc.
    Suggestions for the enhancement of funds in the agriculture and allied sectors were also proposed for the larger benefit of the farmers.
    For the promotion of the tourism sector, suggestions were taken from ECs, Councilors and district officers.
    The CEC expressed gratitude to Executive Councillors, Councillors and the district officers for their continued efforts towards the development of the district. He urged them to work in tandem and close coordination to ensure creation of tangible public assets on ground.
