Hon’ble Lt Governor Brig (Dr) BD Mishra (Retd) holds review meeting with Dept Secretaries & HODs to discuss various issues, ongoing project works
Leh, Mar 01, 2024: The Hon’ble Lieutenant Governor of Ladakh, Brigadier (Dr) BD Mishra (Retd) held a review meeting with the concerned Departmental Secretaries/Head of Departments (HODs at the Lieutenant Governor’s Secretariat to discuss ongoing/pending project and grievances faced by the public concerning their respective departments.
At the outset, the Hon’ble Executive Councillor, LAHDC Kargil, Shri Syed Mujtaba Musavi raised the need to delegate powers of tehsildar to the naib-tehsildar posted at Tresponse block headquarters for the smooth operation of the daily works in the TSG block.
Advisor to the HLG, Dr Pawan Kotwal, IAS, apprised the HLG of the Law Department’s recommendation regarding delegating limited powers of tehsildar to the naib-tehsildar.
The HLG asked the Advisor to delegate whatever power of tehsildar is possible within the permissible law to the naib-tehsildar posted at Trespone block headquarters.
The HLG highlighted the need to submit plans for works under various schemes for the next financial year by the first week of March so that funds could be allocated at the earliest for completing the said works under the schemes or punitive action would be taken against the erring official. He asked Advisor to the HLG to instruct the concerned Departmental Secretaries/HODs to spend funds allocated by the Centre for various project works. He also asked Advisor to the HLG to review the expenses made by the Public Works Department (PWD) till the financial year 2023-24 is over on a daily basis.
The HLG also discussed several other issues, viz. the need to complete work on remaining recruitment rules for gazetted posts and putting them in the public domain for feedback from the public; the need to take necessary action in the purchase and sale of sugar for distribution under public distribution system (PDS); the need to dispose of SRO-43 cases based on the merit and condition of the family members of the deceased person who passed away during active service; the need to promote sea buckthorn and other Ladakhi products at the Brand Ladakh Emporium at Delhi and check the shelf life of the products periodically; the need to put building construction norms in place even in rural areas of Ladakh and the power delegated to DC Leh and Kargil to issue NOC for the same; the need to take necessary steps to achieve saturation of the Jal Jeevan Mission (JJM) at the earliest along with its operation and maintenance (O&M); the need to write to Government of India regarding the exclusion of the four non-Ladakhi tribes from the list of schedule tribes recently notified through a gazette; the need to make ticket counters at District Hospital Kargil functional at the earliest, etc.
The HLG also directed Ladakh Police to make wearing helmets mandatory for two-wheelers in Ladakh. He also asked DC Leh, who is the Chairperson of District Subordinate Services Recruitment Board (DSSRB), to prepare subject-specific question papers and not general question papers for subject-specific posts advertised by the Board for recruitment purposes.
The HLG also discussed several other issues, viz. appointment of Director for Sheep Husbandry Department; status of the establishment of Sainik School in Ladakh; status of detachment of teachers and the need to detach medical staff in Ladakh; construction of sheds for nomads in Changthang area; status of Government Degree College, Engineering College and Medical College for Ladakh; update on the purchase of MRI machine for District Hospital Kargil; rationalisation of boundaries of Wildlife Sanctuaries in Ladakh; helicopter service in Ladakh; saturation of 4G BSNL mobile towers in uncovered areas of Ladakh; the delimitation of municipal area and Panchayati Raj Institutions elections in Ladakh; the incomplete Trans-Himalayan Cultural Centre building; the need to expedite purchase of fire tenders for Ladakh; the establishment of a sarai for people from Aryan valley in Kargil; the demand made by part-time sweepers to raise their honorarium; the demand for construction of community hall at Pibiting in Zanskar; the issue regarding non-payment of wages of daily wagers; the installation of smart electric meters and feeder meters in Ladakh; the transfer policy for doctors, etc.
