Kargil, January 21, 2025: The Hon’ble Lieutenant Governor, Ladakh, Brig (Dr) BD Mishra (Retd.) today chaired a meeting at Raj Niwas Kargil regarding continuation of Winter Residential Classes in Kargil.
The meeting was attended by Chairman/Chief Executive Councilor, LAHDC, Kargil, Dr Mohd Jaffer Akhoon; Executive Councilor, Kacho Mohammad Feroz; Executive Councilor, Er. Punchok Tashi; Executive Councilor, Zakir Hussain, Principal Secretary, School Edu/HUD/Industries and Commerce, Sanjeev Khirwar, IAS; Deputy Commissioner/CEO, LAHDC, Kargil, Shrikant Balasaheb Suse, IAS and SSP Kargil Shree Ram R and Councilors of LAHDC, Kargil.
At the outset, the CEC, ECs and Councilors requested the Hon’ble Lieutenant Governor for the continuation of Winter Residential Classes in Kargil and sanctioning of funds for the same.
The Hon’ble Lieutenant Governor reviewed the implementation of last year’s winter residential classes. The CEC and Executive Councilor Education briefed the HLG on the notable participation and positive outcomes of the program, which significantly enhanced students’ academic performance in Kargil.
The Hon’ble Lieutenant Governor was further informed that 950 students from various areas of Kargil have given positive response for the residential classes.
The Hon’ble Lieutenant Governor assured that the Winter Residential Classes in Kargil would continue this year as well.
Regarding sanctioning of funds for the Winter Residential Classes, the Hon’ble Lieutenant Governor directed Principal Secretary, School Edu/HUD/Industries and Commerce, Sanjeev Khirwar, IAS to do the needful so that classes are started soon.
The Hon’ble Lieutenant Governor advised EC Education to make sure that the students attend the classes and take maximum benefit.
The EC Education also requested for rationalization and training of Rehbar-e-Taleem (ReT) teachers posted in schools across different areas of Kargil.
In reply the, the Hon’ble Lieutenant Governor advised CEC Kargil, Dr Mohd Jaffer Akhoon to make training of all teachers compulsory under DIET for betterment of education. This must commence as soon as possible.
The CEC and EC Education also requested the Hon’ble Lieutenant Governor for transfer of ReT teachers to which the HLG said that the matter be examined.
In this regard, the Principal Secretary, School Edu/HUD/Industries and Commerce, Sanjeev Khirwar, IAS informed the Hon’ble Lieutenant Governor that the matter will be discussed with Director School Education Ladakh.
The Hon’ble Lieutenant Governor advised the EC Education to visit different areas of Kargil so that Winter Residential Classes are started and deliver best.
The Hon’ble Lieutenant Governor said that the UT administration is planning make the transfers six monthly for which the portal will be opened once for 15 days and each request will be examined by an officer for action. This needs to be implemented across Ladakh to eliminate the rampant complaints regarding the favouritism in teachers’ transfers.
The CEC Kargil, Dr Mohd Jaffer Akhoon also requested Hon’ble Lieutenant Governor regarding the installation of MRI Machine at District Hospital Kargil.
The Hon’ble Lieutenant Governor had a telephonic conversation with Commissioner/Secretary Health & Medical Education and Forest, Ecology & Environment, Dr. Vasanthakumar Namasivayam, IAS, who informed that the installation will be finalized by next month.
The CE Kargil also requested the intervention of the Hon’ble Lieutenant Governor regarding the Grades of doctors. The Hon’ble Lieutenant Governor advised the CEC Kargil to send the details in a formal letter in this regard.
The Executive Councilor, Er. Punchok Tashi requested the Hon’ble Lieutenant Governor regarding establishment of winter sports academy in Zanskar.
The Hon’ble Lieutenant Governor had a telephonic conversation with Vikram Singh Malik, IAS, Administrative Secretary for PDD, Tourism and Culture, Youth Services and Sports, and Information & Public Relations and directed him to do the needful.
The Hon’ble Lieutenant Governor stressed that all officers must work with dedication and accountability adding that the administration would not tolerate any kind of neglect or misconduct by any officer/official.
