Bihar Diwas celebrated with full fervour at LG Secretariat in presence of Hon’ble Lt Governor Brig (Dr) BD Mishra (Retd), MoS MoRTH/Corporate Affairs Harsha Malhotra & First Lady Neelam Mishra

Leh, March 22, 2025: Bihar Diwas or Bihar Foundation Day was celebrated with full fervour at the Lieutenant Governor’s Secretariat in the presence of the Hon’ble Lieutenant Governor of Ladakh, Brigadier (Dr) BD Mishra (Retd); Hon’ble Minister of State (MoS) in the Union Ministry of Corporate Affairs and the Ministry of Road Transport and Highways, Shri Harsh Malhotra and First Lady Smt Neelam Mishra.
Bihar Diwas is observed on March 22 every year, marking the carving of Bihar as a separate province from the Bengal Presidency on March 22, 1912.
Wishing the people of Bihar serving in Ladakh on the occasion of Bihar Diwas, the HLG appreciated the Ek Bharat Shreshtha Bharat initiative taken by the Hon’ble Prime Minister Shri Narendra Modi to celebrate the foundation day of all states/UTs at the Raj Bhavans/Raj Niwas across the country to enhance interaction and promote mutual understanding between people of different states/UTs through the concept of state/UT pairing. He informed about the initiative taken by the UT Administration to celebrate UT Ladakh Foundation Day by sending boys and girls from government schools to all states and UTs where these groups performed, showcasing the rich cultural heritage of Ladakh. He also informed about the overwhelming response from all Governors and Lieutenant Governors of the states and UTs for sending the groups to perform on the occasion of Foundation Day of UT Ladakh.
Stating that personnel from Bihar state are assembled at the LG Secretariat to celebrate Bihar Diwas under the Ek Bharat Shreshtha Bharat programme, the HLG highlighted the tremendous feeling of unity invoked through the celebration of such special days. He highlighted Bihar state’s role in the growth of Buddhism and Jainism, the emergence of Nalanda University as one of the leading universities- a centre of academic excellence where students from across the globe would enrol, and the destruction of Nalanda University by Bakhtiyar Khilji in the late 12th century (around 1193). He also stated that Bihar was renowned for its efficient administration after the independence of India from British colonial rule and the role of former Bihar Chief Minister, Karpoori Thakur as a prominent political figure of the state.
The HLG highlighted the welfare measures initiated by Hon’ble Prime Minister Narendra Modi for the welfare of the people of India. He hoped to see Bihar state prospering in the coming years.
Chief Secretary, Dr Pawan Kotwal, IAS, stated that the history of India can be traced back to Bihar and the state can be considered the cradle of ancient Indian civilisation. He also highlighted prominent figures from the state such as Lord Buddha, Lord Mahavira and Guru Gobind Singh and the role played by people from Bihar, especially their skilled force, in the nation’s development. He also stated that the people of Bihar are synonymous with hard work which is evident from their dedication in all fields of work.
Inspector Chandrakant Tiwari from ITBP, Sajan Rajan from Project Himank and Nirmal Kumar from GREF- personnel from Bihar state serving in Ladakh- also spoke on the occasion and highlighted the significance of Bihar state in the Indian civilisation, their rich culture and heritage, etc.
A short film on Bihar Tourism and a video message from the Hon’ble Governor of Bihar, Shri Arif Mohd Khan, was screened on the occasion.
Chief Secretary, Dr Pawan Kotwal, IAS; Commissioner/Secretary to the HLG, Dr L Franklin, IAS; guests from Bihar state and officials from LG Secretariat were present during the Bihar Diwas celebration.
