    Kargil, January 31, 2026: The three-day State Level Training Programme on the Gram Panchayat Development Plan (GPDP) under the Revamped Rashtriya Gram Swaraj Abhiyan (RGSA) successfully concluded today in Kargil.
    The programme was conducted from January 29 to January 31, 2026, with the objective of strengthening grassroots planning and governance across the Union Territory of Ladakh.
    The programme was organized as per the directions of Shri Syed Sajjad Qadri (JKAS), Director, Rural Development & Panchayati Raj / State Mission Director (SMD), Rural Development Department & Panchayati Raj Institutions, UT Ladakh. The training was conducted under the supervision of Er. Raziya Khatoon (JKAS), District Panchayat Officer, Kargil, and Nodal Officer for RGSA Capacity Building and Training, ensuring the smooth execution of the programme.
    A total of 66 officials from the Rural Development Department participated in the training, including Block Development Officers (BDOs), Panchayat Inspectors, Panchayat Account Assistants, and Panchayat Secretaries. Their active participation reflected the department’s strong commitment to enhancing institutional capacity at the Panchayati Raj level.
    The training focused on strengthening the planning capabilities of Panchayati Raj Institutions by promoting a participatory, inclusive, and evidence-based approach to GPDP preparation. Special emphasis was placed on the convergence of schemes, need-based planning, efficient resource utilization, and effective implementation strategies to ensure sustainable rural development.
    Through interactive sessions, practical demonstrations, and expert guidance, participants gained valuable insights into structured planning processes and community engagement—key elements for preparing comprehensive and realistic Gram Panchayat Development Plans.
    The entire programme was closely monitored by the State Project Manager, RGSA, Dr. Bilal Ahmad Mir, along with the RGSA team, who appreciated the commitment of the participants and thanked all officials for their keen interest and active involvement. Master Trainer Mr. Bilal facilitated the technical sessions and provided expert guidance to participants throughout the programme.
    The successful conclusion of the training marks a significant step toward empowering local self-governments and ensuring holistic and sustainable development across rural areas of the Union Territory.
