Leh, February 10, 2026:
A review meeting of the District Cooperative Development Committee (DCDC) was held today under the chairmanship of Additional Deputy Commissioner, Leh, Shri Sonam Nurboo, JKAS, at the Mini Conference Hall, DC Office, Leh. The meeting was convened to review the progress of decisions taken in the earlier DCDC meeting and to assess the current status of cooperative initiatives in the district.
During the meeting, Shri Rigzin Angchuk, official from Cooperative Department, Leh presented a detailed PowerPoint presentation highlighting the action plan and progress across various cooperative sectors. The presentation covered dairy development, the role of Primary Agricultural Credit Societies (PACS) in fair price distribution of petrol and diesel retail, existing and modernised by-laws, and the action taken report.
The report included initiatives such as the plantation under the “One Plant in the Name of Mother” initiative, promotion of orchard-to-market linkages, strengthening of dairy cooperatives in Leh district, procurement of fertilisers through cooperative channels, and the evolution of cooperative societies. The presentation also highlighted the seven pillars of Ladakh cooperatives, the role and need for a State Cooperative Bank in UT Ladakh, and the challenges faced by the cooperative sector.
The committee deliberated on the need for convergence among all concerned departments to strengthen market linkages for cooperative products. Emphasis was laid on reviving traditional fodder and crops such as buckwheat and barley, along with discussions on appropriate marketing strategies for these indigenous produce.
The meeting further resolved to create cooperative-run outlets for local indigenous products such as Seabuckthorn, barley, etc. ADDC also suggested the establishment of a dedicated cooperative outlet at the new Leh airport to promote organic Ladakhi products. Stress was laid on enhancing awareness among cooperative members regarding the laws and principles governing cooperative societies.
The chair also emphasised the importance of harnessing educated unemployed youth by providing them a platform through interest-based cooperative groups, enabling them to benefit collectively through cooperative models.
Support through NABARD and other cooperative loan facilities was discussed to strengthen youth-led cooperative initiatives. It was further proposed to conduct focused awareness and capacity-building programmes for youth, to be implemented by the first or second week of March 2026.
In conclusion, the Chair underscored the importance of coordinated efforts by all departments to strengthen the cooperative ecosystem in Leh district, with a focus on sustainable livelihoods, revival of traditional agricultural practices, and inclusive economic development in UT Ladakh involving educated unemployed youth.
