Kargil, February 27, 2026: The Chairman/Chief Executive Councillor, Ladakh Autonomous Hill Development Council Kargil, Dr. Mohd. Jaffer Akhoon, today launched the Khidmat-e-Awaam, Administration at Your Doorstep’ campaign, the flagship public outreach programme of LAHDC-Kargil and the District Administration of Kargil aimed at strengthening grassroots governance and improving public service delivery.
At the outset, the Deputy Commissioner informed the gathering that Khidmat-e-Awaam has been launched on directions of Chief Secretary, UT Ladakh, Ashish Kundra with the objective of taking governance directly to the people, particularly those living in remote and far-flung villages of the district. He stated that the initiative reflects the administration’s strong commitment to responsive, transparent and people-centric governance. While highlighting the features of the programme,he said that weekly village outreach visits will be conducted, with Officers visiting villages every Wednesday. The visits will include overnight stays as well as evening interactions to enable officers to better understand local issues, challenges and developmental requirements at the grassroots level. He added that the guidance of Chairman/Chief Executive Councillor, Member of Parliament, Ladakh, and Executive Councillors will be of paramount importance to make the campaign a grand success and to get the desired outcomes. He further said that Hon’ble Member of Parliament and Councillors of LAHDC will be requested to participate in the outreach programme and will be consulted for improving the quality of the outreach programme.
A significant component of the initiative is Shaam-e-Awaam, an evening public interaction session designed to provide citizens with a direct platform to raise grievances and concerns before Officers and public representatives for on-the-spot redressal.
The programme will also feature departmental stalls where key Departments, including Revenue, Health, Education and banking institutions and allied sectors will provide awareness and get involved in grievance redressal. On-the-spot enrolment in various Government schemes and public services will also be undertaken. Furthermore, follow-up inspections of public institutions and facilities will be carried out to ensure effective service delivery and proper implementation of Government schemes.
In his address, the Chief Executive Councillor,Dr Mohd Jaffer Akhoon, stressed the importance of coordination and cooperation between officers of the District Administration and elected
representatives of the constituencies to ensure smooth functioning and effective execution of the programme. He noted that both LAHDC Kargil and the District Administration share a common goal, i.e. public welfare, and both must work in close synergy to achieve inclusive development.
While expressing optimism, the Chief Executive Councillor reiterated that the launch of Khidmat-e-Awaam marks a significant step towards bridging the gap between the administration and the public thus ensuring governance that is accessible, accountable and inclusive.
The event was held in the Conference Hall of Council Secretariat in the presence of Executive Councillors Kacho Mohd Feroz; Aga Syed Mujtaba and Er. Phunchok Tashi, Deputy Commissioner, Kargil, Rakesh Kumar; Additional Deputy Commissioner, Kargil, Imteeaz Kacho; Joint Director (P)/Chief Planning Officer, Abdul Hadi; Assistant Director, Information, Raza Ali Abidi and Accounts Officer to Deputy Commissioner, Zakir Hussain as well as Councillors of LAHDC-Kargil.
