DC Kargil Leads Cleanliness Drive, Distributes Dustbins; Urges Strict Waste Segregation Under New SWM Rules 2026.
Kargil, May 22, 2026: Deputy Commissioner and CEO, LAHDC Kargil, Rakesh Kumar, as Chief Guest, attended a dustbin distribution programme organised by the Municipal Committee Kargil at TV Station, Kargil.
The programme was also attended by Deputy Commissioner, Drass, and Adminstrator MC Kargil Imteeaz Kacho, Executive Officer, MC Kargil, Ayaz Ahmad besides a large number of local residents.
Speaking on the occasion, the Deputy Commissioner said that under the new Solid Waste Management (SWM) Rules, 2026, two additional categories of waste—sanitary waste (includes items like sanitary, diapers napkins and others) and hazardous waste (includes items like batries, chemical pints, e-waste, bulbs, medicines and other harmful and toxic materials) waste have been included along with the existing wet and dry waste categories. He urged residents to segregate waste at the source, within their households, so that waste collectors are not subjected to a tiring and time-consuming segregation process.
He added that segregation at the initial stage will facilitate scientific disposal and effective waste management by the Municipal Committee. Emphasizing public responsibility, the Deputy Commissioner appealed to residents to be mindful of their waste generation and strictly follow segregation norms, warning that defaulters will be penalised as per municipal sanitation by-laws.
The Deputy Commissioner further informed that special awareness and enforcement drives will be carried out in wards where people have become habitual violators of waste disposal norms. He also said that the duty roster of sanitary workers, including their assigned timings and areas, will be made public to ensure transparency and accountability.
He informed that around 40 percent of the disposal of accumulated waste at the Airport Road landfill site has already been completed, and the remaining 60 percent will be cleared at the earliest. Urging active public cooperation, he said that community support is essential for the effective implementation of the SWM Rules, 2026, and for keeping Kargil clean and hygienic.
Deputy Commissioner, Drass, and the Administrator, MC Kargil, also appealed to the public to follow the new SWM rules in letter and spirit. He lauded the efforts of the Municipal Committee Kargil for working round the year with utmost dedication despite limited staff, to keep Kargil neat and clean.
