    Nubra Ladakh, June 12, 2026: Reiterating the Union Territory Administration’s commitment to inclusive development, robust frontier infrastructure, and effective grassroots governance, Administrative Secretary Rural Development Department Ms. Nidhi Malik, IAS, conducted an extensive inspection tour of Nubra District on Thursday, undertaking a comprehensive review of key infrastructure projects, child development initiatives, and educational facilities across the region.
    The day-long visit reflected the Administration’s sustained efforts to accelerate developmental activities in remote border areas while ensuring that welfare schemes and essential public services are delivered efficiently to the people at the grassroots level. The inspection focused on strengthening rural connectivity, monitoring the progress of strategically significant infrastructure works, and evaluating the quality of services being provided through educational and child welfare institutions.
    Upon her arrival at T-Morh, the Secretary was accorded a warm welcome by the Child Development Project Officer (CDPO), Nubra, and the Block Development Officer (BDO), Nubra, before commencing her inspection programme. The visit witnessed the participation of officials from various departments, reflecting a coordinated approach towards development and governance in the region.
    The first leg of the inspection focused on the strategic link road connecting the main highway to the Shayok River in Diskit. Accompanied by the BDO Diskit, CDPO Nubra, and the supervising Junior Engineer, Ms. Malik conducted an on-site review of the project and assessed both its physical and financial progress. Detailed discussions were held regarding the status of work, quality parameters, resource utilization, and the challenges associated with execution in the region’s difficult terrain and limited working season.
    During the inspection, Ms. Malik emphasized the strategic importance of the road project, noting that it would significantly enhance connectivity, improve accessibility for local residents, facilitate transportation, and boost tourism potential in the area. She observed that the road would serve as an important link to the Shayok River basin and contribute substantially to the socio-economic development of the region.
    Highlighting the importance of timely completion, the Secretary directed the concerned officials and executing agencies to ensure that the project is completed within the stipulated timeframe while maintaining the highest standards of quality and durability. She further noted that road infrastructure projects in the district are currently progressing at approximately 50% completion stage and require sustained monitoring for timely delivery.
    “Development projects of such strategic significance must be executed efficiently and completed on schedule without compromising construction quality. These projects directly impact the lives and livelihoods of the people and therefore require continuous monitoring and accountability at every level,” Ms. Malik stated during the inspection.
    The road inspection concluded with an interactive session with local residents and community representatives. The Secretary patiently heard their concerns, developmental aspirations, and suggestions regarding local infrastructure and public services. Reiterating the Administration’s commitment to people-centric governance, she assured the community that their genuine concerns would receive due attention and that developmental initiatives aimed at improving the quality of life of the people of Nubra would continue to be prioritized.
    Subsequently, shifting her focus towards social infrastructure and human development, Ms. Malik visited the Anganwadi Centre and Lamdon School-I at Diskit. She was accompanied by Deputy Commissioner Nubra, Shri Mukul Beniwal, IAS, and Sub-Divisional Magistrate Diskit, Shri Jigmet Raftan, JKAS.
    At the Anganwadi Centre in Diskit, Nubra, the Secretary conducted a detailed review of the centre’s functioning, with particular emphasis on nutritional support services, attendance, learning activities, hygiene standards, and the overall well-being of children. She interacted with Anganwadi workers and reviewed the facilities being provided to beneficiaries under various welfare programmes.
    During the inspection, it was observed that two Anganwadi centres were operating at a single location. In this regard, the Secretary has sought a detailed report on all such locations where more than one Anganwadi centre is functioning, whether due to merger or other administrative reasons, to ensure proper rationalization of infrastructure and improved service delivery. The Secretary has also sought a report from the CDPO regarding the non-functioning of the Palna Scheme at the Diskit Anganwadi Centre and the operational challenges being faced in its implementation.
    Emphasizing the critical role played by Anganwadi Centres in early childhood care and development, Ms. Malik underscored the importance of ensuring quality nutrition, a safe learning environment, and proper care for children. She directed the concerned officials and staff to maintain the highest standards of cleanliness, hygiene, and service delivery so that children receive the full benefits envisioned under government welfare schemes.
    The Secretary also inspected public libraries constructed by the Rural Development Department (RDD) in Nubra, which are scheduled to be inaugurated shortly by the Hon’ble Lieutenant Governor. It was noted that construction work is at an advanced stage, with approximately 80% completion achieved. Remaining works are in the final stage, and furniture procurement will be initiated shortly to ensure operational readiness.
    Observing that education and child welfare remain fundamental pillars of sustainable development, Ms. Malik stressed that continuous efforts must be made to strengthen institutions responsible for nurturing the next generation. She noted that investments in education and child development are essential for building a strong and prosperous society.
    To ensure the effective implementation of both developmental and welfare initiatives, the Secretary directed all concerned departments to strengthen coordination and adopt a collaborative approach towards addressing local challenges. She specifically instructed the BDO, CDPO, and field-level functionaries to maintain close inter-departmental coordination and ensure seamless implementation of projects and welfare programmes at the grassroots level.
    Highlighting the importance of responsive administration and efficient public service delivery, Ms. Malik emphasized that eliminating procedural bottlenecks and improving last-mile delivery of government services remain key priorities of the Administration. She urged officials to remain proactive in addressing public grievances and ensuring that the benefits of government schemes reach every eligible beneficiary in a timely and transparent manner.
    The extensive inspection tour reflected the Administration’s integrated approach towards development, combining infrastructure expansion with social welfare and human development initiatives. The visit also reaffirmed the commitment of the Union Territory Administration towards strengthening rural connectivity, improving public services, enhancing developmental outcomes, and ensuring inclusive growth across the remote and strategically important areas of Nubra District.
