CEC Dr. Mohd. Jaffer Akhoon Visits Flash Flood-Affected Areas of Sankoo Sub-Division.
Kargil, July 19, 2026: Chairman and Chief Executive Councillor (CEC), LAHDC Kargil, Dr. Mohd. Jaffer Akhoon, today undertook an extensive tour of the flash flood-affected villages of Sankoo Sub-Division to assess the extent of damage caused by the recent calamity and to review the ongoing relief and restoration measures.
During the visit, the CEC inspected the affected villages of Stangkung, Karchekhar, Strakburik, Thasgam, Lalung, Sangrah, Sankoo, Khalaparpoo, Batakhar and Chumikchan, where he interacted with the affected families and took stock of the damage to residential houses, agricultural land, irrigation canals (kuls), drinking water supply schemes, roads, public infrastructure, Electricity supply,livestock., Network Disruption and other essential assets.
The CEC was accompanied by Executive Councillor Altaf Hussain,Additional Deputy Commissioner (ADC) Kargil Shabbir Hussain SMD Sankoo Wasim Ramazan Dar, Councillors of the region Syed Aga Ahmed and Ghulam Haider, Executive Engineers of the Public Health Engineering (PHE), Irrigation & Flood Control (I&FC), Roads & Buildings (R&B) departments of Kargil and SVD Sankoo and officials of NHIDCL, and other district and sectoral officers.
Reviewing the situation at various locations, Dr. Akhoon directed the Executive Engineer, PHE, to ensure the immediate restoration of drinking water supply in all affected villages. He instructed that wherever water supply schemes have been disrupted, water tankers should be deployed without delay to ensure uninterrupted drinking water for the affected population until normal supply is restored.
Emphasizing the importance of the ongoing agricultural season, the CEC instructed the Executive Engineer, Irrigation & Flood Control, to immediately restore the damaged irrigation canals (kuls) so that irrigation to agricultural fields is resumed at the earliest and farmers do not suffer further losses during the critical crop ripening season.
The CEC also directed the SDM Sankoo to undertake a comprehensive assessment of damages, including losses to residential houses, agricultural land, trees, irrigation infrastructure and livestock, so that a detailed report is prepared and eligible beneficiaries receive compensation under the prescribed government norms without delay.
At Batakhar Chumikchan, Sankoo where several livestock, including cattle, were reportedly lost in the flash floods, Dr. Akhoon directed the concerned Animal Husbandry Department to complete the necessary formalities for providing compensation to the affected livestock owners at the earliest.
The CEC further instructed the concerned agencies, including NHIDCL, R&B Department and other executing agencies, to expedite the clearance of debris, restoration of roads, link roads and public infrastructure to ensure smooth connectivity and facilitate relief operations in the affected villages.
Interacting with the residents, Dr. Akhoon assured them that LAHDC Kargil and the District Administration stand firmly with every affected family during this difficult time. He appealed to the people to remain patient and assured them that every possible effort is being made to restore normalcy and provide immediate relief. He further stated that he would take up the matter with the higher authorities for the provision of special relief assistance to the affected areas.
The CEC expressed his sincere appreciation for the exemplary role played by Basij-e-Imam, Anjuman-e-Sahib-e-Zaman, Al Mehdi Secout team , local volunteers, youth groups and civil society members, who extended timely assistance to the affected families during the emergency. He acknowledged that their selfless service and coordinated efforts significantly supported the administration’s relief and rescue operations.
Dr. Akhoon emphasized that all departments must work in close coordination and mission mode to ensure the early restoration of essential services, speedy rehabilitation of damaged infrastructure, and timely relief and compensation to all affected families.
The visit was attended by officers from various line departments, public representatives and local residents.
