Training Programme for Field Trainers for Census 2027 Phase-II (Population Enumeration) Begins in Leh.
Leh, August 12: A three-day training programme for Field Trainers for Phase-II of Census 2027—Population Enumeration (PE) in Leh commenced today at the Deputy Commissioner’s Conference Hall, Leh. The training is being conducted from 12th August to 14th August to strengthen field-level preparedness for the smooth and accurate conduct of the Population Enumeration exercise.
The training was chaired by Deputy Commissioner, Leh, Romil Singh Donk, IAS, who stressed the importance of thorough understanding of every census concept and procedure and developing practical knowledge to deal with different field-level situations. He urged the Field Trainers to ensure accuracy in data collection, clarify even minor doubts during the training and maintain close coordination with the CPO and Census officials for guidance whenever required.
He further emphasised that Census data has long-term implications for planning and policy-making and called upon the participants to take their responsibilities seriously and ensure proper implementation of the prescribed census module, procedures and rules.
During the training, Sh. Jatinder Kumar, Assistant Director Census Operations & Nodal Officer for Ladakh UT and Sh. Ghulam Mohd, Assistant Director, Rural Development Department, Leh and Master Trainer, Leh delivered detailed presentations on key concepts, definitions and procedures related to Phase-II Population Enumeration. The sessions covered Enumeration Blocks, buildings and census houses, identification and enumeration of persons and households, duties of enumerators, and procedures for ensuring complete and accurate coverage.
Participants were also briefed on the particulars to be collected during Population Enumeration, including demographic details, marital status, religion, Scheduled Tribe/Scheduled Caste status, disability, language, literacy and education, economic activity, occupation, migration, fertility and other prescribed particulars.
The training also covered key provisions of the Census Act, 1948, including the right of access, duties and penalties, and confidentiality and protection of census records. The importance of undertaking census duties with Seva Bhav, integrity and a strong sense of public responsibility was also emphasised.
CPO (Nodal officer for District Leh), Konchok Gyalson, Census District Coordinator Tashi Otsal, along with other concerned officers, were present during the training.
