Awareness Programme on SC/ST Prevention of Atrocities Act, 1989 and Social Welfare Schemes Held in Kargil.
Kargil, August 14, 2026: The Social Welfare Department, Kargil, in collaboration with the District Legal Services Authority (DLSA), Kargil, organised an awareness programme on the Scheduled Castes and the Scheduled Tribes Prevention of Atrocities Act, 1989, along with awareness about various Social Welfare Schemes, at the Conference Hall, Baroo, Kargil.
The programme aimed to create awareness among participants about the legal safeguards, rights and protections available to members of Scheduled Castes and Scheduled Tribes under the Act, besides sensitising social workers and stakeholders about the importance of preventing discrimination and atrocities.
The programme was attended by Secretary DLSA Kargil, Shri Chemit Yurgal; DSWO Kargil, Dr. Shehzad Sarwar; Chairperson, Child Welfare Committee Kargil, Dr. Niyaz Ali, Assistant Legal Aid Defence Counsel, Adv. Nissar Hussain, along with officials and social workers.
Speaking on the occasion, Secretary DLSA Kargil Shri Chemit Yurgal elaborated on the provisions and objectives of the SC/ST (Prevention of Atrocities) Act, 1989. He explained how the Act provides legal protection to members of Scheduled Castes and Scheduled Tribes against atrocities and discriminatory practices.
Shri Yurgal also highlighted the salient features of the Actand the Rules including the nature of offences covered under the legislation, legal safeguards available to victims, mechanisms for reporting grievances, and the role of law enforcement agencies and legal services authorities in ensuring access to justice.
He emphasised the importance of spreading legal awareness at the grassroots level so that people are aware of their rights and can seek timely legal assistance whenever required.
Chairperson, Child Welfare Committee Kargil, Dr. Niyaz, briefed the participants about Mission Vatsalya, including its institutional and non-institutional components and the various support mechanisms available under the scheme. He urged the Social Welfare Department officials and workers to ensure that the benefits of the scheme reach deserving children and beneficiaries.
Earlier, DSWO Kargil, Dr. Shehzad Sarwar, in his welcome address, thanked DLSA Kargil and all other stakeholders for their valuable support and cooperation in making the awareness programme successful.
