Two-Day Training on e-Bill System in PFMS Concludes in Kargil.
Kargil, August 14, 2026: The two-day training programme on the introduction of the e-Bill Module in the Public Financial Management System (PFMS) for Drawing and Disbursing Officers (DDOs) and dealing hands of Kargil, Drass and Zanskar districts concluded today at the Syed Mehdi Memorial Auditorium Hall, Kargil.
The programme was organised by the Finance Department, UT of Ladakh, in collaboration with the Controller General of Accounts (CGA), Ministry of Finance, to familiarise officials with the new digital e-Bill system and facilitate the transition towards a paperless and digitally driven claim-processing mechanism. On the second day, the participants were provided training on introduction of e-bill in EIS Module of PFMS, where salary and other claims of the employees are to be covered.
On the second day, Deputy Commissioner Kargil Rakesh Kumar, IAS, attended the training programme and addressed the participants. He emphasized the importance of transparency, accountability and efficiency in government financial management, stating that the District Administration is continuously working towards strengthening systems for better and accountable service delivery. Citing impact of such initiatives in the Administration, Deputy Commissioner gave example of the steps already taken in the district including the Aadhar based biometric attendance system and transparent teacher transfer policy to improve efficiency and transparency in administration. He said the introduction of the e-Bill system would make the presentation and processing of treasury bills paperless, easier, faster and more transparent.
Rakesh Kumar said the new system would help facilitate people by reducing human intervention and establishing a more transparent, efficient and accountable financial environment.
During the two-day programme, experts from the Controller General of Accounts (CGA) conducted detailed sessions on the e-Bill in EIS, PFMS and GPF modules. Participants were provided theoretical orientation as well as live demonstrations on digital claim processing through PFMS, including the modalities for operating the new system.
The training focused on digital processing of claims, real-time payment and payment-tracking mechanisms, and other features aimed at minimising manual intervention and strengthening transparency and efficiency in financial transactions.
The participants were given an opportunity to interact with the CGA experts and clarify their queries regarding implementation of the new system.
Earlier, Joint Director Finance Iftikhar Hussain, in his welcome address, briefed the participants about the e-Bill system under the EIS module and highlighted its benefits.
He urged DDOs and dealing hands to make full use of the opportunity to interact with the experts and clarify their doubts before implementation of the system.
At the conclusion of the programme, the trainers from the CGA were felicitated for imparting the training and providing practical guidance to the participating officials. The trainers also shared details of the help desk facility, assuring participants that assistance would be available in case they require any support or face difficulties during the implementation and operation of the e-Bill system.
Chief Accounts Officer Shamim Ahmad Wazir presented the vote of thanks on the occasion. He especially thanked the experts from CGA, line department, member of Finance Department and all the participants for making the training a success. Sajad Hussain, Chief Accounts Officer, Accounts Officers, officials of the Finance Department, DDOs and dealing assistants were present during the programme.
