DC Sham Chairs Review Meeting on Village Action Plans under Vibrant Villages Programme-II (VVP-II).
Khaltsi, October 8, 2026: The Deputy Commissioner, Sham, Smt. Kunzes Angmo (JKAS), today chaired a comprehensive review meeting at the Conference Hall of the Deputy Commissioner’s Office, Khaltsi, to assess the status of preparation and submission of Village Action Plans under Phase-II of the Vibrant Villages Programme (VVP-II).
The meeting focused on reviewing the progress of Village Action Plans and ensuring their timely finalization and submission. Detailed discussions were held on various developmental interventions proposed under VVP-II, including infrastructure development, tourism promotion, youth development, education and other initiatives aimed at promoting sustainable and inclusive development in the border villages.
The meeting brought together senior officers and representatives from the district administrations and line departments of Sham, Leh and Kargil. The participants reviewed the status of proposed interventions and discussed the need for effective inter-departmental coordination for the timely implementation of the programme.
The meeting was attended, both physically and virtually, by Sub-Divisional Magistrate (SDM), Khaltsi, Executive Engineers of R&B, Sham and Kargil; Executive Engineer of Irrigation & Flood Control (I&FC); Sham and Kargil, Executive Engineer, Rural Engineering Wing (REW), Sham and Kargil; Executive Engineers of Leh Development Authority and Kargil Development Authority; Executive Engineer, Public Health Engineering; Assistant Director, Tourism Department, Kargil; District Youth Services and Sports Officers of Leh and Kargil; Naib Tehsildar Headquarters, Khaltsi; Zonal Physical Education Officer (ZPEO), Youth Services and Sports, Sham; and Zonal Education Planning Officer (ZEPO), Education Department, Khaltsi, among other officials.
The Deputy Commissioner emphasized the importance of adhering strictly to prescribed timelines and directed the concerned officers to ensure close coordination among all stakeholders. She stressed that the Village Action Plans should be comprehensive, practical and aligned with the developmental needs and priorities of the respective border villages.
