Kargil, July 20, 2026: Chairman and Chief Executive Councillor, LAHDC Kargil, Dr. Mohd Jaffer Akhoon, today chaired a high-level review meeting with all district officers at the Council Secretariat, Kargil, to assess the situation arising from the recent flash floods that have affected several parts of the district, particularly Sankoo Sub-Division and other vulnerable areas.
The meeting was attended by Hon’ble Executive Councillors, Deputy Commissioner/CEO LAHDC Kargil, Additional Deputy Commissioner Kargil, Superintending Engineers of PW(R&B), PHE/I&FC and Mechanical Division, Project Officer Wage Employment (ACD), Chief Animal Husbandry Officer, Chief Agriculture Officer, Divisional Forest Officer, General Manager NHIDCL, Sub-Divisional Magistrate Sankoo, Executive Engineers of M&R (PDD), Mechanical Division, I&FC, PMGSY, PHE and SVD Sankoo, Director Command Area Development (CAD), and Block Development Officer Sankoo.
During the meeting, Dr. Akhoon took a comprehensive review of the damage caused to public infrastructure and the progress of ongoing restoration works. He sought detailed updates from the Irrigation and Flood Control Department regarding damages to headworks, canals, secondary canals, irrigation channels and drinking water infrastructure. Stressing the importance of restoring essential services at the earliest, he directed the concerned departments to ensure uninterrupted drinking water supply through temporary arrangements until permanent restoration works are completed.
The CEC instructed all departments to expedite restoration of damaged infrastructure and to work in close coordination to provide immediate relief to the affected population. He emphasized that all eligible relief measures under the SDRF and NDRF norms should be processed without delay and directed officers to complete damage assessments of residential houses, standing crops, livestock and other public assets on priority.
Deputy Commissioner Kargil briefed the meeting on the overall disaster response mechanism and informed that the District Control Room has been functioning round the clock to coordinate rescue, relief and restoration activities. He also apprised the meeting about the status of road connectivity, including restoration efforts on NH-301 and other affected roads.
The Deputy Commissioner informed that formats for assessment of damages and compensation claims have already been shared with all concerned departments. He directed the departments to complete the assessment and documentation by the stipulated timeline so that the proposal for notification of the disaster and release of compensation under the prescribed norms can be submitted to the competent authority without delay.
The meeting also reviewed the damages caused to irrigation canals, water supply schemes and other public utilities. It was informed that nearly 500–550 secondary irrigation canals have suffered damage due to the flash floods. The concerned departments were directed to undertake immediate temporary restoration while simultaneously preparing proposals for permanent reconstruction.
Dr. Akhoon further directed all sectoral officers and officers stationed in the affected sub-divisions to remain available at their respective headquarters and maintain close coordination for prompt response to any emergency. He instructed departments to utilize available resources, machinery and permissible funds under various schemes for temporary restoration works wherever feasible.
Emphasizing long-term disaster mitigation, the CEC directed the concerned departments to remove boulders, debris and other obstructions from flood channels and nallahs to ensure free flow of water. He also stressed the need for restoring the original width and natural course of nallahs and canals to minimize the risk of future flooding.
The Animal Husbandry Department briefed the meeting regarding losses to livestock and the process for extending compensation under SDRF and NDRF guidelines. The Sub-Divisional Magistrate, Sankoo, also apprised the meeting about the constitution of survey teams and the progress of damage assessment in the affected villages.
While concluding the meeting, the Deputy Commissioner observed that the recent flash floods provide important lessons for strengthening disaster preparedness. He emphasized the need to discourage construction along natural drainage channels, preserve the original alignment and width of nallahs, enhance inter-departmental coordination, optimally utilize departmental machinery during emergencies, and complete all necessary documentation promptly after disaster notification.
Dr. Mohd Jaffer Akhoon appreciated the dedicated efforts of the district administration, Police, SDRF, volunteers, civil society organizations, and all line departments for their timely response and coordinated action during the emergency. He also acknowledged the valuable support extended by local volunteers and community members in rescue and relief operations.
Reaffirming the commitment of LAHDC Kargil towards the welfare of the affected people, the CEC assured full logistical and administrative support for relief, restoration and rehabilitation measures. He urged all departments to continue working with dedication and close coordination until normalcy is fully restored in all affected areas.
