    Kargil, May 17, 2025 – The Chairman and Chief Executive Councillor (CEC) of LAHDC Kargil, Dr. Mohd Jaffer Akhoon, chaired a detailed review meeting with officials of the Public Works Department (PWD), Roads and Buildings (R&B) Division, Kargil.
    During the meeting, Dr. Akhoon emphasized the importance of maintaining transparency and accountability across all levels of work execution. He issued strict directions to avoid any form of delay tactics, making it clear that such practices would not be tolerated under any circumstances.
    The CEC specifically directed that priority be given to completing ongoing works under the Capex budget and instructed departments to submit copies of all tenders to reinforce transparency and ensure public trust.
    In light of the Union Territory administration’s directive to complete expenditure targets by October, Dr. Akhoon urged all departments to expedite the billing process and work efficiently toward achieving the set financial goals. While appreciating the efforts of the PWD and R&B departments, he urged them to maintain quality standards in line with official guidelines.
    He also assured that the billing of performing contractors would be fast-tracked, while non-performing contractors may face blacklisting. At the same time, he reaffirmed that those delivering excellent performance would be duly rewarded.
    Executive Councillor, Kacho Mohd Feroz highlighted the challenges posed by recent budget curtailments, stating that departments are now being encouraged to increase expenditure. He stressed the need to intensify both the volume of work and fund utilization. Despite the constraints of limited manpower and increasing workload, he commended the department’s continued dedication and performance.
    Executive Councillor Er. Punchuk Tashi and Executive Councillor Zakir Hussain also attended the meeting and expressed their appreciation for the commitment and progress demonstrated by the department.
    EC Zakir specifically acknowledged the R&B teams for their ground-level execution and extended his gratitude for their efforts.
    Superintending Engineer R&B, Mr. Skalzang Dorjay highlighted issues related to workload and billing, pointing out that many Class A and B contractors lack their own engineering staff and supervisors, which results in additional responsibilities falling on departmental engineers.
    Executive Engineer of the R&B Department Sadiq Ali assured that the department remains committed to meeting the council’s expectations. He stated that monthly reviews will be conducted to facilitate the timely release of payments and to support contractors in continuing their work.
    Also present in the meeting were Exn R&B Kargil Sadiq Ali, AEE Mohammad Ali Khan, AEE Mansoor, AEE Sajjad Hussain, and other Assistant Engineers (AEs) and Junior Engineers (JEs) of the R&B Kargil Division.
    Concluding the review meeting on a positive note, CEC Dr. Akhoon extended his gratitude to all officials and teams for their ongoing commitment. He expressed confidence that the departments would continue working with the same enthusiasm and dedication in the coming months.
    As per the latest report on works submited by department under the Capex budget, the engineering sector has undertaken 203 projects under Roads and Buildings, with 50 nearing completion. Other departments have initiated 147 projects, of which 55 are in advanced stages. The R&B engineering division is executing 112 works, with over 30 close to completion. Overall, across all departments, 485 projects are in progress, with approximately 100 at the completion stage.
