Kargil, July 29, 2025 – Chief Executive Councillor, LAHDC Kargil, Dr. Mohd Jaffer Akhoon today chaired a comprehensive review meeting with officials of the Border Roads Organisation (BRO) to assess the progress of various critical infrastructure projects underway in Kargil district.
The meeting witnessed the participation of Brigadier Rahul Oberai, Chief Engineer of Project Vijayak, and Major Rakesh Rana, Officer Commanding 55 RCC, along with Additional Deputy Commissioner Kargil Imteeaz Kacho, Superintending Engineer PWD Skalzang Dorjay, Assistant Commissioner Revenue Jahangeer Akhone, Executive Engineer PHE Mohammad Hassan, Executive Engineer R&B Sadiq Ali, Executive Engineer PDD Feroz Ahmad, SDM Drass Dr. Vishal Atri, Tehsildar Kargil Tanveer Ahmad, Assistant Executive Engineer I&FC Nissar Hussain, and other officials from the district administration and concerned departments.
The review meeting was convened to deliberate on the ongoing and proposed infrastructure development projects being executed under BRO’s Project Vijayak. Discussions primarily focused on improving strategic connectivity, strengthening mobility in remote regions, and removing administrative hurdles that delay execution. Among the key projects reviewed were the Drass–Mashkoh–Bakerwal road, KT Bypass Bridge, Sanko–Kannore–Sapila–Mulbekh road, Kargil–Dumgil (Package 6), Pandrass–Pashkum road, Bhimbat Administrative Base to Line of Control Road, and the Gurgurdo Nallah stretch. The need for urgent rectification of road safety black spots across the district was also emphasized.
Several critical issues were highlighted during the meeting, including prolonged delays in land acquisition, legal disputes, encroachments, and pending finalizations of mutations and sale deeds. The Chief Engineer of Project Vijayak informed that joint surveys for many stretches have already been conducted; however, unresolved documentation and lack of timely departmental cooperation continue to impede progress.
Dr. Mohd Jaffer Akhoon assured BRO of the full support of LAHDC Kargil in resolving the identified bottlenecks and called upon all line departments to ensure proactive coordination, particularly in expediting land-related formalities. He directed the concerned authorities to regularly inspect project sites, monitor physical progress, and address issues at the ground level without delay. Stressing the strategic importance of these infrastructure projects, Dr. Akhoon underlined that timely completion is vital not only for national security preparedness but also for improving access and economic opportunities in the region.
The meeting concluded with a shared commitment from both the BRO and the civil administration to work in close collaboration to fast-track implementation and bring visible results on the ground.
