    CEC Kargil Attends One-Day State Orientation & Training on Adoption Regulations under Mission Vatsalya

    Kargil, August 13, 2025: Chairman and Chief Executive Councillor (CEC) of LAHDC Kargil, Dr. Mohd Jaffer Akhoon, today attended the One-Day State Orientation and Training Program for Functionaries of Mission Vatsalya and Stakeholders, organised by the Central Adoption Resource Authority (CARA) in collaboration with the Department of Social & Tribal Welfare, Ladakh, and the State Adoption Resource Agency (SARA), Ladakh.
    In his address, Dr. Akhoon expressed heartfelt gratitude to the resource persons, Director Social and Tribal Welfare UT Ladakh, Tashi Dolma, and the CARA team for bringing such an important training program to Kargil.
    Dr Mohd Jaffer Akhoon lauded their efforts in spreading awareness about the legalities and procedures of adoption and described the initiative as a significant step towards ensuring the rights and welfare of children without parental care. Drawing on his experience as a maternal and child health specialist, Dr. Akhoon spoke about the challenges of child upbringing, the essential needs that must be met for healthy development, and the moral duty to extend the same care to children without parents.
    He reflected on the traditions of Kargil’s society, where orphaned children are often looked after by relatives, and emphasised the need to identify and support children with no parental support so they can receive the security and opportunities only a family can provide. He also assured that LAHDC Kargil would extend full support to such noble initiatives.
    Deputy Commissioner Kargil, Rakesh Kumar, also addressed the gathering and congratulated CARA and the Department of Social & Tribal Welfare for conducting the training in the district. He assured that the district administration would provide all possible assistance for such causes, noting that every child deserves a better quality of life, and legal adoption offers a structured and compassionate means to achieve this.
    The day-long training covered an in-depth analysis of the Juvenile Justice (Care and Protection of Children) Act, 2015 (as amended in 2021), focusing on adoption-related provisions, along with the Adoption Regulations, 2022. Participants were familiarised with the legal process of declaring a child legally free for adoption, timelines and documentation requirements, the roles of the Central Adoption Resource Authority, Child Welfare Committees, District Magistrates, and other authorities, as well as procedures for identifying orphaned, abandoned, and surrendered children. The program also highlighted ethical practices to prevent illegal adoptions and trafficking, stressed the importance of transparency and accountability, and encouraged a positive culture of adoption. The sessions were delivered through interactive lectures, presentations, and discussions, creating an engaging learning environment.
    The event was attended by Director Social and Tribal Welfare UT Ladakh, Tashi Dolma, District Child Protection Officer, Samina Khatoon, Accounts Officer, Mohd Hussain, Dr. Jalil, Resource Persons and members of Mission Vatsalya functionaries and stakeholders.
