CEC Kargil Dr. Mohd Jaffer Akhoon Conducts Extensive Review of Health and Education Infrastructure in Zanskar.
Kargil, July 19, 2025 – The Chairman and Chief Executive Councillor (CEC) of LAHDC Kargil, Dr. Mohd Jaffer Akhoon, undertook a comprehensive visit to the Community Health Center (CHC) Padum and Government Degree College Zanskar to assess the condition of healthcare services and inspect the progress of developmental works in the education sector.
At CHC Padum, Dr. Akhoon interacted directly with patients to understand their health concerns and reviewed the overall functioning of the hospital. He examined both operational and non-operational infrastructure, including medical and non-medical equipment. During the inspection of the laboratory, he assessed the types and number of diagnostic tests being conducted and verified the laboratory registers.
Dr Mohd Jaffer Akhoon also visited key facilities such as the Operation Theatre (OT), Intensive Care Unit (ICU), and the sterilization unit, where he noted underutilization of crucial machines.
Expressing concern over these issues, the CEC instructed Deputy Commissioner Kargil, Shri Rakesh Kumar, to ensure that necessary diagnostic machines, currently unavailable at the center, are provide without delay. He emphasized the urgent need for full utilization of all available infrastructure and equipment at the hospital and directed the Deputy Commissioner to frame a committee to carry out a detailed audit of staffing, space, and equipment. This audit will help identify underutilized items.
Dr. Akhoon also highlighted the improper use of rooms near the OT and ICU, which are currently being used as storeroom He strongly directed the Block Medical Officer to shift the stored items and convert these rooms into spaces for essential medical services, such as a blood storage facilities.
BMO Padum request Chief Executive Councillor an X-ray and some other requirements. The CEC assured that a new ambulance will be provided to CHC Padum soon, and directed Executive Engineer ZDA/R&B to handover quaters by the end of July.
In addition, he visited the residential quarters and the hospital storeroom, where he stressed the importance of maintaining a well-organized and properly managed storage system.
Later in the day, Dr. Akhoon visited Government Degree College Zanskar, where he inspected ongoing construction projects including the Academic Block, Science Block, Boys’ and Girls’ Hostels, and the Sports Complex. Executive Engineer of ZDA/R&B, Er. Villayat Ali, informed the CEC that the Sports Complex is expected to be completed by the end of this year.
Deputy Commissioner, Rakesh Kumar, who accompanied the CEC during the visit, directed the Incharge Principal of the college, Mohammad Ishaq, to open the library for general student access and to devise a plan to enhance the utilization of college resources. He suggested the organization of academic and sports competitions involving students from local schools, and the sharing of facilities such as the Computer Lab and Biology Lab with visiting school students.
The visit was accompanied by Executive Councillor Er. Punchuk Tashi, Deputy Commissioner Kargil Shri Rakesh Kumar, SDM Zanskar Mohammad Hassan, Executive Engineer ZDA/R&B Er. Villayat Ali, BMO Dr. Tsering Tashi, and other concern officials.
