Kargil, August 15, 2026: Chairman and Chief Executive Councillor (CEC) of the Ladakh Autonomous Hill Development Council (LAHDC) Kargil, Dr. Mohd Jaffer Akhoon, hoisted the National Flag at Khree Sultan Chow Sports Stadium, Biamathang, Kargil, and took the salute at the march past as the nation marked its 80th Independence Day.
The celebration witnessed enthusiastic participation from contingents of Ladakh Police, the Police Band Party, NCC Cadets, and students from various government and private schools.
Prominent dignitaries in attendance included Executive Councillors Aga Syed Mujtaba and Aga Syed Ali; Deputy Commissioner and CEO LAHDC Kargil, Rakesh Kumar; Senior Superintendent of Police (SSP) Kargil, Nitin Yadav; Directors of FCS&CA, ULB, Tourism and Education; Additional Deputy Commissioner Kargil; ACR Kargil; senior district officers, representatives of religious organisations, and members of the public.
On the occasion of the 80th Independence Day, Chief Executive Councillor (CEC), LAHDC Kargil, Dr. Mohd Jaffer Akhoon extended warm greetings to the people of Kargil and the nation and paid rich tributes to the freedom fighters and national leaders whose sacrifices paved the way for India’s independence.
CEC Kargil said that August 15 is not merely a day of celebration but also an occasion to reaffirm the country’s commitment towards national unity, integrity, peace and development. He said the sacrifices of the freedom fighters and national leaders continue to inspire the nation, and called upon everyone to work collectively for the progress and prosperity of the country.
CEC Kargil said that Kargil is not merely a border district but a land where people from different parts of the country live together in harmony. He said Kargil has always been a symbol of the country’s security and sacrifice, with its brave soldiers guarding the nation’s borders. He paid tribute to the armed forces and said that the younger generation must continue to uphold the spirit of patriotism and national service.
Highlighting the importance of development, CEC Kargil said that the administration and the Hill Council are working to make Kargil a developed and self-reliant district by 2047. He said a strong foundation in the education sector is essential for achieving this goal and that the Council has prepared a Kargil District Vision 2047 Vision Document covering various measures for improving the quality of education.
CEC Kargil said that the education system is being strengthened through better infrastructure and transparent implementation of reforms. He said the Council has introduced a special school for Children with Special Needs. Under the initiative, a school with the capacity of 100 students has been established, where 53 children are currently being provided education and 15 Special Educators and Therapists have been appointed.
He said that to provide better educational facilities to children, STEM mobile laboratories have been made operational, covering 300 schools, in which around 10,000 children are benefiting. He further said that 25 schools have been upgraded to meet CBSE standards, while work is underway in 7 more schools, and 13 schools are being developed to meet CBSE standards and bring them at par with other institutions.
CEC Kargil said that additional learning infrastructure is also being strengthened. He said 395 schools have been provided with Smart TVs, taking the total number of schools with such facilities to 400, while 795 teachers have also been provided training.
He said that in the current year, 80 percent of students of Class 10 and 12 in the district have successfully cleared their examinations, which reflects the improvement in educational standards. CEC Kargil said the Council is also addressing the issue of unemployment among educated youth. He said efforts are underway to provide unemployed graduates and teachers with opportunities under Academic Arrangement, while ensuring that students’ educational needs are not compromised.
Highlighting the Council’s developmental initiatives, CEC Kargil said that on academic arrangement basis 127 lecturers have been appointed in various subjects, while the process of providing benefits to other eligible candidates is also underway. He said 466 candidates have been selected for various engagements in different departments, while 148 posts more vacancies are being filled, and 849 teachers of different languages have been engaged in schools.
CEC Kargil said that under different developmental schemes, work is also progressing rapidly on the ground. He said that under the Bosmoti Goyks scheme, 6 crore 27 lakh rupees have been released to 418 beneficiaries for construction of houses. 3.5 lac workers have been provided wages under VB-G-RAM G/ MG-NREGA scheme.
On agriculture and allied sectors, CEC Kargil said that efforts are being made to increase the income of farmers and promote modern and scientific practices. He said that under the High Density Apple Plantation initiative, work is being undertaken to strengthen the agricultural economy of the district. CEC Kargil said that the administration is working towards strengthening water and irrigation infrastructure.
He further said that during the previous year, 45.12 metric tonnes of apricot production were recorded, which increased farmers’ income. The apricots were successfully exported to international markets including Saudi Arabia, Qatar, and Kuwait.
CEC Kargil said that following the damage caused by Rains, assessment of losses has been undertaken and a detailed report is being prepared so that necessary compensation can be provided at the earliest. He said that, despite difficult weather conditions, the administration and engineers are working to restore damaged infrastructure, while drinking water and other basic facilities are being maintained on a functional basis.
Emphasising tourism as an important sector of the district’s economy, CEC Kargil said that the Council has included tourism in its priorities and is working to promote Kargil as a complete tourist destination rather than merely a transit destination. He said that tourist infrastructure is being strengthened and facilities are being developed at important tourist locations.
CEC Kargil said that under Swadesh Darshan, Suru Valley, Hunderman, View Point and Mushkoo are being developed as important tourism destinations and that these locations have the potential to emerge as centres of attraction for visitors.
He said that Kargil should not only be known for the history of the Kargil War but should also be projected before the world for its rich culture, heritage and hospitality. CEC Kargil said the district should be promoted as a land of peace, diversity and human values.
CEC Kargil said that the goal is to make Kargil a strong, self-reliant and developed district by 2047, for which a strong foundation has to be laid in the education sector. He said the Vision 2047 document prepared by the Hill Council outlines several measures in this direction.
CEC Kargil also expressed gratitude to the Hon’ble Prime Minister, the Union Government, Lieutenant Governor of Ladakh, V.K. Saxena, the and all officers and agencies for their support in the development of Kargil, especially in formation of new districts of Drass and Zanskar. He said that the recent initiatives and projects will give further impetus to the district’s development.
He said the ongoing Zojila Tunnel project is a major breakthrough and expressed gratitude to the Union Government, Border Roads Organisation and all officers and workers associated with the project. CEC Kargil said that the completion of the tunnel will significantly improve connectivity and contribute to the socio-economic development of Kargil and Ladakh.
CEC Kargil also expressed gratitude to the UT Administration and the Hill Council for their continued cooperation and said that collective efforts and coordination among all stakeholders are essential for achieving the desired development targets.
On the recent Flash Flood in the district, CEC Kargil expressed gratitude to all officials, engineers, BRO personnel and other agencies involved in relief and restoration work. He said that the damage caused to drinking water infrastructure and roads is being assessed and necessary measures are being taken to restore essential services. He said the administration is committed to ensuring safe drinking water and strengthening infrastructure to withstand future challenges.
CEC Kargil also acknowledged individuals and organisations who have contributed to the development and welfare of the people of Kargil. He expressed appreciation to state awardee winners Kacho Asfandiyar Khan, Retd IAS; Sh Vishal Atri, JKAS, SDM Drass; Sh Anayatullah Dy SP HQ Kargil; Dr Zakir Hussain, Block Veterinary Officer; Shenaz Parveen; Rinchan Youdoul; Al Reza Health Care & Research; Ladakh Organic & Green Initiative Consultancy; Muzammil Hussain; and Late Mohd Raza.
CEC Kargil said that such contributions reflect the spirit of service and social responsibility and encouraged more individuals, institutions and organisations to come forward and contribute towards the development of the district.
Concluding his address, CEC Kargil appealed to the people of Kargil, particularly the youth, to work together with government and social institutions to make Kargil a peaceful, prosperous and progressive district. He said that development is a collective responsibility and no individual, political party or institution alone can achieve the goal of a developed Kargil.
CEC Kargil called upon all sections of society to contribute towards building a stronger, more prosperous and self-reliant Kargil and expressed confidence that, with collective efforts, the district would achieve its development goals and emerge as a model of peace, progress and unity.
He prayed for the continued peace, prosperity and well-being of the people of Kargil and the entire nation.
