Leh, May 18, 2026: Chief Secretary, Union Territory of Ladakh, Shri Ashish Kundra, today chaired a meeting regarding the identification and integration of UT-level databases with the NATGRID (National Intelligence Grid) Solution to strengthen data-driven governance, security coordination, and cyber fraud monitoring mechanisms.
The meeting was attended by officers from NATGRID led by the Joint Secretary, NATGRID, along with Administrative Secretaries and senior officials of the UT Administration.
The discussions were held in continuation of earlier deliberations at the Ministry level and subsequent meetings held on May 7 regarding integration of state and UT databases with the NATGRID platform for enhanced coordination among user agencies.
The NATGRID team delivered a detailed presentation on the objectives, architecture, and applications of the NATGRID solution. The presentation covered the functioning of major analytical tools such as Gandiva and Sudarshan, which facilitate secure data search, intelligence analysis, and Open-Source Intelligence (OSINT)-based monitoring. It was informed that the platform currently integrates databases from 15 provider organizations and is being utilized by several authorized user agencies across the country.
The team further explained the operational framework of the Gandiva search engine, which enables query-based access across multiple databases, and the Sudarshan tool, which supports advanced data analytics and intelligence gathering.
Discussions were also held on the identification and integration of additional provider organization (PO) databases from Ladakh, monthly usage statistics, and potential use cases for departments and law enforcement agencies.
During the deliberations, the Chief Secretary highlighted the importance of integrating databases related to electricity, water supply, education, cooperative societies, health schemes, industry, and IT-enabled services to improve governance efficiency and strengthen investigative capabilities. He emphasized the need for API-based secure integration and query-based data access systems with proper safeguards for privacy and data security.
Shri Kundra stressed the importance of developing a common identifier-based framework to enable efficient and authorized data retrieval by agencies, particularly in matters related to cyber fraud, security, and law enforcement. He also sought clarity on inter-agency coordination mechanisms and discussed the scope of social media monitoring and digital intelligence within the legal and administrative framework.
The Chief Secretary directed the concerned departments to identify relevant databases for integration and take the process forward through formal mechanisms, including Memorandums of Understanding (MoUs), wherever required. He emphasized that the initiative should be implemented with a strong focus on data security, privacy protection, and lawful usage protocols.
The meeting was attended by members of the NATGRID team, Administrative Secretaries, senior police officials, and officers from concerned departments.
