Chief Secretary reviews Compliance Reduction and Deregulation reforms in UT Ladakh.
Leh, 06 February 2026: The Chief Secretary of UT Ladakh, Shri Ashish Kundra, today chaired a meeting to review initiatives under Compliance Reduction and Deregulation aimed at improving ease of doing business and administrative efficiency across sectors.
During the meeting, a detailed presentation was made on the overview of the Industries and Commerce sector, highlighting measures for optimisation of land use in existing and upcoming industrial clusters, along with provisions and facilitation mechanisms for Micro, Small and Medium Enterprises (MSMEs). The roadmap and key recommendations under various stages of progress were also discussed.
The Chief Secretary took stock of target-wise implementation, with emphasis on facilitating MSMEs through self-declaration mechanisms, simplified pre-establishment approvals, and protection from unnecessary inspections. He also stressed the need to closely monitor and reduce end-to-end turnaround time (TAT) on the Single Window System to ensure faster and transparent service delivery.
The meeting further deliberated on several cross-sectoral reform measures, including easing infrastructure and equipment requirements, eliminating minimum land requirements for private universities, and reducing minimum endowment fund norms for Higher Educational Institutions (HEIs) in the education sector.
In the legal and regulatory domain, discussions were held on the creation of a centralised digital repository of all State Acts and Rules, review of a principle-based regulatory framework, and the introduction of an Omni bus Bill by the Law Department to further promote ease of doing business.
Tourism-related reforms were also reviewed, with a focus on promoting the availability of quality and affordable accommodation for tourists. In the Housing and Urban Development sector, measures such as redefining the land-use framework, streamlining building and construction permit processes, and removing dual licensing requirements for businesses were discussed.
In the healthcare sector, the meeting reviewed proposals to simplify registration and NOC requirements for medical practitioners across states, appoint a single Nodal Agency for all healthcare-related licences, and discussed the awaited roadmap of the Health Department.
Further, detailed deliberations were held on the establishment of an auto-appeal system in the General Administration Department (GAD).
The Chief Secretary also reviewed steps to increase the frequency of SEAC and AEIAA meetings and the uploading of forest land details on the PARVESH Portal by the Department of Forest, Ecology and Environment.
Issues related to expediting the release of electricity connections for residents and businesses were discussed with the Power Development Department.
Additionally, reform agendas concerning the Labour Department, Revenue Department, and Home/Fire Services were taken up, including rationalisation of procedures and adoption of global best practices in fire safety norms for buildings.
