Chief Secretary Reviews One-Time Rationalisation of Workers in UT Ladakh.
Leh, September 25, 2026: Chief Secretary, Union Territory of Ladakh, Ashish Kundra, today chaired a meeting at the Secretariat Conference Hall, Leh, to discuss the proposed one-time rationalisation of Daily Rated Workers (DRWs), Part-Time Workers, Seasonal Workers and Consolidated Workers engaged by various departments of UT Ladakh.
Commissioner Secretary, Finance Department, Tsewang Tharchin, presented a department-wise summary of the existing and proposed remuneration structure for skilled, highly skilled and unskilled workers. He also briefed the meeting on the proposal to constitute a Central Verification Committee for verification of the existing workforce and the need for revision of S.O. 117.
Director Finance, Kaneez Fatima, apprised the Chief Secretary of the applicable rules, minimum wage benchmarks and categorisation of workers based on their respective skill levels.
During the meeting, the Chief Secretary directed that the proposed remuneration structure be linked with the Consumer Price Index (CPI) to account for inflation and changes in the cost of living. He further directed the concerned officials to prepare a comprehensive snapshot of the aggregate workforce, including permanent, consolidated, contractual and other categories of workers, to facilitate proper assessment and effective rationalisation.
The meeting also deliberated on the need for systematic and transparent verification of the existing workforce and rationalisation of remuneration in accordance with the prescribed rules and applicable benchmarks.
The meeting was attended by Commissioner Secretary, Finance Department, Tsewang Tharchin; Additional PCCF, S. Rajesh; Deputy Commissioner Leh, Romil Singh Donk; Director Finance, Kaniz Fatima; and Heads of Departments, officers and officials from various departments.
