    Leh, May 04, 2026: Chief Secretary, Union Territory of Ladakh, Shri Ashish Kundra, today chaired a high-level meeting to review the progress on the draft Ease of Doing Business (EoDB) Bill, 2026 under the framework of Compliance Reduction and Deregulation 2.0.
    During the meeting, the Chief Secretary took stock of the current status of Priority Areas (PAs) under implementation. It was informed that five PAs have been fully completed, while ten are under various stages of implementation and five have been identified as not applicable. Detailed deliberations were held on PA 15 relating to the EoDB Bill 2026, including provisions for enabling legal frameworks for private university establishment, enforcement mechanisms, and regulatory simplification.
    The meeting also reviewed progress on key reform areas under various Priority Areas. Under PA 5, discussions were held on the development of common firefighting infrastructure across industries and the status of implementation of mandatory registrations such as trade licenses and GST registration, including applicability of threshold limits. Under PA 6, the Chief Secretary emphasized the need for a systematic and comprehensive mapping of all major business categories operating in the UT, with a clear identification of required licenses, permissions, and registrations, and directed the constitution of a committee for the same.
    Deliberations under PA 8 focused on legal aspects related to the Legal Metrology Act, 2009, including verification and stamping of weights and measures, as well as the powers of the UT Administration to frame rules under relevant Acts such as land grant provisions. The Chief Secretary directed that appropriate references be made and necessary proposals be submitted to the Industries Department for further action.
    Under PA 19, pertaining to the registration of medical practitioners and licensing for medical practice, the Chief Secretary instructed that provisions aligned with the National Register be adopted to facilitate deemed registration and streamline the process. Under PA 20, related to approvals for clinical laboratories, directions were issued for designation of a nodal officer and for uploading all relevant approvals and documentation in coordination with the Law Department.
    The Chief Secretary further directed that all Acts, rules, and regulatory frameworks be digitized and uploaded in accessible formats, including PDF documents sourced from Jammu & Kashmir where applicable, to ensure ease of access for stakeholders. He emphasized the importance of strengthening G2B services and aligning them with PA-wise requirements under the EoDB framework.
    Shri Kundra instructed that regular review meetings be conducted, including weekly assessments, and stressed the need to operationalize institutional mechanisms such as the CIPA platform and the Ladakh EoDB Council to ensure effective monitoring and implementation of reforms.
    The meeting was attended by all Administrative Secretaries, Chief Engineers, Under Secretaries, and officers from concerned departments.
