DC Kargil Holds Deliberations on Preparation of Annual Action Plan 2026-27 for Kargil under VB-GRAMG.
Kargil, February 12, 2026: The Deputy Commissioner, Kargil, Rakesh Kumar chaired a meeting regarding the preparation of the Annual Action Plan (AAP) 2026-27 under VB-GRAMG (formerly MGNREGA) at the Conference Hall, Baroo, Kargil. The meeting was attended by the SDMs of Drass, Sankoo, Zanskar and Chiktan as well as Officers of various departments including Police, Engineering Wings, Revenue, Forest, Agriculture, Horticulture, Animal Husbandry, Education, Health, Social Welfare, Tourism, Fisheries, PMGSY and other concerned sectors who provided valuable inputs for the finalization of the plan.
The Deputy Commissioner desired to discuss the formulation of the Annual Action Plan in accordance with the new guidelines of VB-GRAMG and to ensure effective implementation of developmental works across the District.
During the meeting, the Deputy Commissioner emphasized the need for innovative and productive works under VB-GRAMG, focusing on sustainable development and effective utilization of resources. Suggestions were also raised regarding the impact of fast-melting glaciers and the importance of including flood protection measures such as crate work under the scheme.
He stressed that feasibility and proper planning must be ensured at every level and directed that consultations with BDOs and Gram Sabha-level planning should be strengthened for successful implementation of the action plan.
Highlighting the importance of enhancing livelihoods, the Deputy Commissioner also directed the concerned departments to promote innovative agricultural activities, including increasing pea cultivation in Zanskar and establishment of demonstration farms so that farmers are able to adopt improved practices for better productivity and benefits.
The Deputy Commissioner further reviewed the implementation of the e-Office mechanism and expressed concern over the lack of proper detailing in official communications. He urged officers to adopt e-Office in letter and spirit, stating that it ensures transparency, efficiency and improved monitoring of performance.
The meeting also witnessed discussions on the improvement of the education sector.
The Deputy Commissioner directed gazetted officers to conduct field visits to assess the needs of schools and submit reports under Samagra Shiksha and other schemes, particularly focusing on technology support and basic infrastructure for better educational outcomes.
Additionally, the Deputy Commissioner raised the issue of under-utilization of Government buildings and instructed departments to shift offices from private accommodations to available Government infrastructure to ensure smooth functioning and better workplace facilities for employees.
The meeting concluded with emphasis on coordinated planning and timely preparation of the Annual Action Plan 2026-27 to ensure effective execution of developmental works and welfare programmes across the District.
