DC Kargil Reviews Enforcement of Ban on Single-Use Plastic and Implementation of Solid Waste Management Rules.
Kargil, June 29, 2026: The Deputy Commissioner/Chief Executive Officer, LAHDC Kargil, Rakesh Kumar (IAS), today chaired a review meeting to assess the enforcement of the ban on identified Single-Use Plastic (SUP) items and review the implementation of Solid Waste Management (SWM) Rules in the district.
The meeting was attended by Additional District Development Commissioner (ADDC), Chief Planning Officer (CPO), Tehsildar Kargil, Tehsildar Taisuru through virtual mode, District Panchayat Officer, District Forest Officer, Executive Officer Municipal Committee, Wildlife Warden, Naib Tehsildars, Block Development Officers and other concerned officers. GPS and camera teams were also involved in monitoring and enforcement-related mechanisms.
During the meeting, the Deputy Commissioner stressed the need for strict implementation of the ban and directed all concerned departments to ensure effective enforcement measures. He emphasized that penalties must be imposed on violators without exception and said enforcement agencies should set an example through effective implementation so that individuals and organizations understand the seriousness of the ban and adhere to regulations.
The Deputy Commissioner informed that penalties will be imposed on violators as per the prescribed norms. A fine of ₹5,000 will be levied for the first offence of selling or stocking banned single-use plastic items, which may increase to ₹10,000 for subsequent violations. For commercial establishments found using prohibited single-use plastic, penalties will start at ₹2,000 for the first violation, ₹5,000 for the second, and ₹10,000 for repeated offences. In cases of littering, individuals will be fined ₹3,000 per violation, while organizations and institutions will face a penalty of ₹10,000 per violation. Additionally, burning of plastic or garbage will attract a penalty of ₹5,000 per violation.
He emphasized the role of Forest and Municipal authorities in ensuring effective implementation and highlighted the responsibilities of Executive Magistrates in enforcing the regulations at the grassroots level.
The DC directed that receipts of imposed penalties and enforcement actions should be submitted to the Administration on a monthly basis for review and monitoring purposes.
He further directed officers to ensure proper monitoring of cleanliness drives by Thursday and stressed that daily waste generation data, including waste generated from hotels and other establishments, should be reviewed regularly to ensure efficient waste management.
Reviewing Solid Waste Management measures, the Deputy Commissioner directed the ADDC to oversee and monitor the implementation process and ensure proper coordination among departments. He strictly instructed all concerned officers to adhere to prescribed timelines and deadlines.
The DC also emphasized the involvement of educational institutions and stated that schools must actively participate in awareness activities so that the message of environmental responsibility reaches the wider public effectively.
He directed the concerned authorities to ensure that tourist destinations are maintained properly and adequate dustbins are installed at an early stage to maintain cleanliness and improve the overall appearance of such areas.
Further, he directed that dustbins should be made mandatory in registered vehicles to discourage indiscriminate dumping of dry waste during travel and movement across the district.
The Deputy Commissioner reiterated the need for coordinated efforts among all stakeholders for ensuring a cleaner, greener and environmentally sustainable Kargil.
