DC Kargil Reviews Implementation of Digital Learning Initiatives at Balvatika Level.

Kargil, April 22, 2026: A meeting under the chairmanship of the Deputy Commissioner/CEO, LAHDC Kargil, Rakesh Kumar was held today to discuss the implementation of digital learning initiatives at the foundational (Balvatika) level across the district.
During the meeting, it was informed that under the Samagra Shiksha scheme, approximately 395 Smart TVs have been provided to schools. Emphasis was laid on the effective utilization of these resources for early childhood education through structured digital content, including Balvatika-level videos, teaching-learning materials, and lesson plans aimed at the holistic development of children.
It was decided that Smart TVs will be ensured in Balvatika classrooms to maximize accessibility and usage.
To streamline implementation, a Nodal Officer at the district level will oversee coordination, while Zonal Coordinators (ZEOs) will be responsible for execution at the zonal level.
The Secretary has been requested to formally designate district and zonal coordinators to ensure smooth functioning. Monthly monitoring mechanisms will be put in place to review progress and ensure accountability.
To facilitate communication and coordination, dedicated WhatsApp groups will be created, including district nodal officers and Zonal Education Officers, to ensure real time updates and seamless collaboration.
The Nodal Officer has been directed to collect relevant digital materials and compile them in pen drives. These pen drives, containing categorized content such as activity folders for children, will be distributed to all schools to ensure uniform access to quality resources.
Strict monitoring will be carried out to track implementation and utilization. The administration emphasized that the initiative should be implemented at the earliest to enhance foundational learning outcomes in the district.
The meeting was attended by Chief Education Officer Kargil, Principal DIET Kargil, and Secretary Nanritam West Bengal via online.
