    Kargil, June 11, 2026: Deputy Commissioner/CEO, LAHDC Kargil, Rakesh Kumar (IAS) today chaired a detailed review meeting regarding the implementation of the Vibrant Villages Programme. The meeting focused on project planning, scheme saturation, and infrastructure development aimed at creating model villages with improved basic amenities and sustainable community infrastructure.
    During the meeting, it was stressed that all proposed projects must be need-based, valid, and free from redundancy, with a clear focus on strengthening basic necessities and improving the overall living conditions of the identified villages. The concept of developing model villages under the programme was strongly reiterated.
    A comprehensive profile update and gap analysis of existing schemes was discussed in detail to ensure full saturation of government welfare initiatives across all departments. Emphasis was laid on identifying leftover gaps and ensuring that all departments incorporate pending components in their respective plans.
    Special focus was also placed on the development of community bunkers, upgradation of ration stores, and other essential infrastructure to enhance resilience and public service delivery in remote areas.
    The DC directed all concerned departments to ensure that Detailed Project Reports (DPRs) for all proposed works are prepared by Saturday, while scheme-based project proposals must be finalized with complete DPRs by Monday. Departments were further instructed to clearly outline beneficiaries, saturation levels, timelines, and activity-wise details, with a target completion timeline extending up to July.
    It was further emphasized that the government’s core objective remains complete saturation of all welfare schemes across departments, and strict compliance was directed in implementation.
    Instructions were also issued regarding the introduction of biometric attendance for field staff to improve accountability and strengthen work culture within departments. The need to enhance overall efficiency and discipline in service delivery was underlined, ensuring equal responsibility across both contractual and permanent employees.
    The meeting concluded with a directive to maintain strict adherence to timelines and ensure coordinated efforts for timely execution of all planned works under the programme.
    The meeting was attended by all concerned district officers and sectoral heads, who participated in detailed discussions and were directed to ensure timely submission of Action Plans and DPRs for effective implementation of the programme.
