DC Leh Meets Nambardars of Leh and Nubra Sub-Divisions.
Leh, November 8, 2025:
In continuation of the series of meetings with Nambardars from all sub-divisions of Leh district, Deputy Commissioner, Leh, Romil Singh Donk (IAS), held an interactive meeting with the Nambardars of Leh and Nubra sub-divisions today at the Conference Hall, DC Office, Leh.
Addressing the gathering, DC Leh welcomed all the Nambardars and briefed them about the objectives of the meeting. He emphasized the crucial role of Nambardars in strengthening grassroots governance and ensuring effective public service delivery.
Ghulam Mohd (JKAS), Additional Deputy Commissioner (ADC) Leh, in his address, stated that the administration expects them to act as a vital bridge between the public and the government to ensure the successful implementation of the ‘Mimang-si-Shabstogs’ campaign.
Sonam Nurboo (JKAS), Additional District Development Commissioner (ADDC) Leh, explained that while the traditional role of Nambardars has primarily been revenue-related , he urged them to coordinate closely with officers and visit their areas for the outreach camps to ensure their successful execution. He also encouraged them to actively monitor the implementation of centrally sponsored schemes and ensure their optimal utilization.
He further informed that the outreach camps have been scheduled as per a roster and urged the Nambardars to disseminate the schedule among the villagers for wider participation. Villages where Watershed schemes are operational were also advised to maintain close coordination with the respective Watershed Committees.
Tsewang Gyaltson, Chief Planning Officer (CPO) Leh, addressed public concerns regarding the dissolution of the LAHDC. He clarified that all ongoing works initiated under the previous session will continue without interruption.
Mukul Beniwal (IAS), Sub-Divisional Magistrate (SDM) Nubra, appreciated the proactive approach of Nambardars from Nubra and briefed them on the ongoing public outreach campaigns. He encouraged them to make effective use of these initiatives for the overall welfare of the people.
During the meeting, DC Leh informed that, in response to public requests, a bus service between Diskit and Partapur has been started. He reminded the Nambardars that as village representatives, they are expected to address public grievances at the sub-divisional level and coordinate with the SDMs, ADC, ADDC, or the DC Office for their issues.
The Nambardars, in turn, raised several local concerns, including road connectivity, telecommunications, Jal Jeevan Mission (JJM) implementation, electricity supply, timely supervision of schools, availability of 108 ambulance services, and the repair of flood-affected water channels. They collectively expressed concern over the distribution of subsidies by the Agriculture, Horticulture, and Animal Husbandry departments without prior consultation with them, which often leads to eligible households being left out. They also requested the establishment of a dedicated Nambardar office. Written representations highlighting specific issues faced by various villages were also submitted during the meeting.
In response, DC Leh acknowledged that issues related to JJM persist across all sub-divisions and assured that a separate meeting will be convened to address them. He emphasized that the immediate priority is to complete the works sanctioned for the current year and to plan effectively for the next.
The meeting was also attended by Rigzin Yangdol (JKAS), Headquarters Assistant, Leh.
