The meeting, attended by Chief Medical Officer (CMO), Block Medical Officers (BMOs), and other senior doctors, was aimed to address critical aspects of health infrastructure and service delivery in the region.
The meeting began with a detailed discussion on space management in health centers, stressing the efficient utilization of space and equipment in CHCs and PHCs. The DC instructed that all BMOs must identify unused or surplus equipment and ensure its reutilization in other hospitals or remote health institutions. A proper review of such items was ordered so they can be shifted to needy areas.
The DC also highlighted the importance of staff management, stating that even within limited resources, efficient deployment and proper planning can significantly enhance service delivery in PHCs and CHCs. The finalization of various health committees was directed to ensure better coordination and monitoring. He expressed concern over manpower waste and called for better utilization of human resources. Additionally, the DC emphasized that all health institutions should fulfill quality norms and move toward accreditation for improved healthcare standards.
Another major point raised by DC Rakesh Kumar was the need for a comprehensive ground-level disability survey. He stressed that while resources have been provided, implementation is the key responsibility of the concerned officers. The DC instructed that a holistic and joint survey, supported by intersectoral coordination, must be conducted and accurate data submitted. He also proposed the formation of district and block-level committees to assess the data and plan interventions based on real needs.
On maternal and child health, the DC stressed the urgent need to reduce maternal mortality, advising early referral and timely intervention for high-risk pregnancies. He assured that the administration is ready to provide basic facilities for pregnant women, especially during the winter months. All BMOs were instructed to register and track pregnant women systematically and to monitor high-risk pregnancy areas for better maternal outcomes.
The nutritional status of children, particularly in regions like Zanskar, was discussed in detail. The DC called for a thorough review of severe, moderate, and mild malnutrition cases and stressed the need to identify and address the root causes. He also urged regular review of mother and child health indicators and a comprehensive review of NHM implementation.
Lastly, he emphasized that empathy among doctors must be encouraged to create a more patient-friendly environment.
