Delegation from Korzok Calls on Chief Secretary Shri Ashish Kundra.
Leh, March 11, 2026: A delegation from Korzok constituency called on the Chief Secretary of the Union Territory of Ladakh, Shri Ashish Kundra, at the UT Secretariat, Leh, and apprised him of various developmental concerns and issues faced by the people of the region.
During the meeting, the delegation highlighted that Korzok, located in the Changthang region, is among the remotest areas of Ladakh, where livelihoods largely depend on traditional livestock rearing.
While acknowledging the developmental initiatives taken by the Government after the formation of the Union Territory of Ladakh, the delegation expressed concern that prolonged implementation delays and administrative bottlenecks have limited the realization of stable and sustainable economic opportunities in the region.
The members also pointed out the growing migration from villages of the constituency to Leh due to limited livelihood opportunities. They stated that earlier initiatives aimed at reducing migration had not achieved long-term results.
In this context, they stressed that the proposed 13 GW Solar Power Project was viewed as a transformative opportunity for the region and expressed concern over uncertainties and rumours regarding its possible relocation.
The delegation informed the Chief Secretary that the local population, including residents of Samad Rokchen, Kharnak, and Korzok Gonpa, had already given their consent for the establishment of the solar power project in 2021. An MoU outlining benefits for the local population had also been drafted at that time.
They urged the administration to ensure that the project is implemented in its originally proposed location and that the commitments made to the local community are honoured.
They further emphasized that with Changthang now a separate district, the solar power project holds significant potential for employment generation, revenue creation, and regional development. The delegation noted that the project would also contribute to the nation’s green energy goals and align with the vision of making Ladakh a carbon-neutral region.
The delegation requested the administration to formalize the proposed MoU between the land committee and the government to ensure transparency and long-term fulfillment of commitments related to the welfare of the local population. They also sought preparation of a comprehensive development plan for Korzok constituency to promote inclusive and sustainable growth and to prevent further depopulation of villages due to economic uncertainties.
The members also requested the Chief Secretary to undertake a visit to the region to gain first-hand understanding of the ground realities and the challenges faced by the local communities.
The Chief Secretary patiently listened to the concerns raised by the delegation and assured them that the administration would examine the issues and take appropriate steps in the interest of the region’s development and the welfare of its people.
