    Leh, Feb 27, 2025: A delegation from Lingshed village led by ex-Sarpanch, Dorjey Namgyal, called on the Hon’ble Lieutenant Governor of Ladakh, Brigadier (Dr) BD Mishra (Retd), at the Lieutenant Governor’s Secretariat. Principal Secretary, Sanjiv Khirwar, IAS; Commissioner/Secretary to the HLG, Dr L Franklin, IAS; Under Secretary, School Education, Sumera Shafi, JKAS; Chief Engineer, PWD, Abdul Multalib and officials from BSNL and J&K Bank were present in the meeting.
    The delegates raised several issues, viz. the need to fill vacant teaching and non-teaching posts, including the appointment of a Hindi teacher for Govt High School at Lingshed; assigning Drawing and Disbursing Officer (DDO) power to the Master assigned the additional charge of Headmaster; the need for optical fibre cables (OFC) connectivity for the village; the need to open a J&K Bank branch at Lingshed and construction of link road to seven mohallas of the village, etc.
    The HLG asked Principal Secretary, Sanjiv Khirwar, IAS, to provide adequate teaching staff to the school, including a Hindi teacher. He informed the delegates that only a gazetted officer could be given DDO powers, which the UT Administration would try to do subject to the availability of a gazetted officer. He spoke to officials from Jio and J&K Bank and asked them to resolve the issues of the villagers by providing Jio OFC connectivity and ultra small branch of J&K Bank. He also asked Chief Engineer, PWD to look at viable options for the construction of link roads under PMGSY.
    A delegation comprising contractual teacher aspirants under Samagra Shiksha called on the Hon’ble Lieutenant Governor of Ladakh, Brigadier (Dr) BD Mishra (Retd), at the LG Secretariat. Principal Secretary, Sajiv Khirwar, IAS; Commissioner/Secretary to the HLG, Dr L Franklin, IAS and Under Secretary, School Education, Sumera Shafi, JKAS, were present in the meeting.
    The delegates informed the HLG that they were engaged as contractual teachers under Samagra Shiksha by the School Education Department for various subjects last year. They also informed the HLG that School Education Department has readvertised to engage contractual teachers for the same subjects this year and alleged that they have to reapply for the said post. They requested the HLG’s intervention in cancelling the advertisement and extending the services of the contractual teachers for one more year.
    Principal Secretary, Sanjiv Khirwar, IAS, informed the HLG about the strict rules of the National Council for Teacher Education (NCTE) to engage contractual teachers under Samagra Shiksha. He also informed that the School Education Department gave certain relaxation while engaging contractual as the majority of the candidates were not meeting the norms. He further informed that many candidates have now acquired the requirements for the said posts due to which School Education Department notified fresh advertisement for engaging contractual teachers to provide equal opportunity to everyone and to ensure that best-qualified teachers are engaged to provide quality education to students.
    The HLG stated that they would follow the rules laid down by NCTE as UT Administration wants qualified teachers for the students. He also stated that the delegates and other interested candidates can apply for the said posts.
