District Administration Kargil Organises Training for Revenue Department Officers and Officials.
Kargil, February 7, 2026: The District Administration Kargil organised a training programme today for Revenue Officers and officials on Introduction to Settlement (Hadayat) and the Bandobast system at the Conference Hall, Baroo, Kargil.
The training focused on the concept, historical background, objectives, and administrative significance of land settlement.
The sessions were conducted by Barkat Ali Lone Nizami, Retired ACR, Kargil, who elaborated on the evolution of the land settlement system, its legal and financial importance, and its role in maintaining accurate land records and resolving revenue related disputes.
During the sessions, participants were briefed on the fundamentals of settlement operations, the relevance of Hadayat guidelines, and preliminary exercises to be followed prior to settlement. Emphasis was laid on transparency, efficiency, and accuracy in revenue administration.
In the second session, Deputy Commissioner/CEO, LAHDC Kargil Rakesh Kumar stressed strict adherence to established revenue norms including Record of Rights (ROR), Ghas Katai–Ghas Chadai, Riwaj-e-Aabpashi, and Standing Order 30-A. He called for in-depth understanding of core revenue components such as Jamabandi, Settlement, Girdawari, Mutation, Land Acquisition under the Right to Fair Compensation Act, disaster-related revenue matters, and miscellaneous protocols. He said that the Revenue Department forms the backbone of administration.
The DC highlighted the importance of accurate area records, proper partition processes, and clarity in official conduct. He urged officials to adopt and approach to strengthen digitisation of land records while addressing misconceptions related to digitalisation.
He added that effective training and proper field implementation would significantly reduce revenue disputes and court cases, while also simplifying processes related to NH-301 assessments and land acquisition, making them easier for the public. The DC also directed fixation of office timings and instructed officials to report infrastructure or office-related issues for resolution. He assured that mass-level revenue camps would be organised in the future for public facilitation.
Additionally, the DC informed that the administration is making all possible efforts to improve public services, including establishing CSC-like centres in all blocks.
Later, Additional Deputy Commissioner, Kargil Imteeaz Kacho welcomed and appreciated Barkat Ali Nizami for sharing his expertise and encouraged revenue officials to fully benefit from such capacity-building initiatives.
The programme was attended by Tehsildars, Naib Tehsildars (NTs), Girdawars Qanoongos (GQs), and Patwaries from various subdivisions of Kargil district. The interactive sessions also allowed participants to seek clarifications on practical challenges faced during settlement and bandobast processes.
