Leh, March 28, 2026: A district-level training programme for Census of India 2027 Phase-I (House Listing & Housing Census – HLO) was conducted today at the Conference Room of the Deputy Commissioner Office, Leh, under the chairmanship of Deputy Commissioner Leh /Principal Census Officer Leh,Shri Romil Singh Donk (IAS) .
The training was conducted in reference to a communication received from the Planning, Development & Monitoring Department, UT Ladakh, regarding preparations for Census 2027. The programme aimed to familiarise officers with their roles and responsibilities, HLO concepts, and the functioning of the Census Management & Monitoring System (CMMS) web application.
The training commenced with a brief video presentation highlighting the Mission Overview of Census of India 2027, providing participants with an introduction to the vision and objectives of the upcoming census exercise.
Following the video session, Shri Jatinder Kumar, ADCO, Nodal Officer for Census 2027 in the district.delivered a detailed briefing on the key roles and responsibilities related to HLO and PEO. He also gave a presentation covering important topics including the introduction to Census 2027, session objectives, census background, and Census 2027 as a landmark national endeavour in digital innovation. He elaborated on the census methodology, proposed timeline, and the leadership framework aimed at ensuring inclusive development through accurate data collection.
The training further highlighted the legal provisions governing the census, including the Census Act, 1948, relevant constitutional provisions, and key sections such as Section 11 (Penalties under the Census Act) and Section 15 (Records of Census not open to inspection nor admissible in evidence). Participants were also briefed on the Census Rules 1990 and amendments, including Rule 3 regarding the appointment of census officers.
Shri Jatinder Kumar also explained the structure and chain of command in census operations, the responsibilities of Principal Census Officers, and the core functions of District and Sub-Divisional Census Officers. Special focus was laid on the role of Charge Officers as the crucial operational link, along with training logistics and management, Houselisting Block (HLB) management, monitoring of fieldwork, and duties of enumerators and supervisors. The session also discussed the new concept of Self-Enumeration (SE), local-level media strategy, and other important operational concerns.
A separate presentation was also delivered on the basic concepts and definitions of House Listing and Housing Census, covering key terms such as houselisting block, premises, building, census house, household, head of household, and persons to be covered. Guidelines for house numbering, important instructions, and key points to remember were also explained in detail.
During the interactive session, officers raised several queries and clarified doubts regarding EV, code numbers, identification of head of household, and other operational issues. Concerns regarding the shortage of BLOs were also highlighted.
The training programme was attended by Chief Planning Officer Leh, Shri Konchok Gyaltson, Executive Officer Leh, Shri Stanzin Rabgas, along with Sub-Divisional Magistrates and Tehsildars of Leh district, and other concerned officials.
