Employment Department

Introduction:

Employment services being a joint concern, both the Central and State governments share the responsibility. While the Central Government is responsible for laying down policies, procedures, norms and guidelines, affiliation and certification etc under National Employment Services, the State Governments are accountable for administration of employment exchanges. The activities in Employment Exchanges are governed by Employment Exchanges (Compulsory Notification of Vacancies) Act, 1959 and the rules framed there under. The Employment Exchanges in UT Ladakh had been catering to the recruitment needs of various Organizations. But after the Supreme Court Judgement passed in 1996, the notifying departments were given the discretion to invite the applications at their own level in addition to the names being sponsored by the Employment Department.

Under the Department of Labour and Employment, UT Ladakh, District Employment & Counselling Centre Lehfunctions under theheadship of the Deputy Director EmploymentLeh.

Affiliated body:The public authority also constitutes Leh Autonomous Hill Development Subordinate Services Recruitment Board (LAHD-SSRB) which was initially attached with Deputy Commissioner Office Leh. Later w.e.f. 1986it has been associated with District Employment and Counselling Centre, LAHDC, Leh with the Deputy DirectorEmployment as Secretary, LAHD-SSRB.

The LAHD-SSRB constituted underLadakh Autonomous Hill Development Council, Leh (Subordinate Services Recruitment) Regulations, 1996 for the recruitment to all District cadre non-gazetted posts under Ladakh Autonomous Hill Development Council of Leh.

Board members comprise of Deputy Commissioner/ CEO, LAHDC Leh Chairman LAHD-SSRB Leh, Deputy Director District Employment and Counseling Centre, Leh Secretary, LAHD-SSRB, Nominated Member LAHD-SSRB and Head of the Department concerned as Member

• To create a data base of jobseekers so that employers can use it
• To process the requisition of district cadre vacancies made by various indenting departments to the Leh Autonomous Hill Development Subordinate Services Recruitment Board (LAHD-SSRB)
